Major General Rashid Thani Al Matrooshi, director General Dubai Civil Defense announced the department’s strategic plan 2009-2015 during a ceremony held on Sunday 30/11/2008 here at the InterContinental Dubai Festival City Hotel . Maj. Gen. Al-Matrooshi asserted that the main strategic goals and the specified objectives will be achieved according to effectual timetables and professional use of the available possibilities through functional projects and operational plans prepared for the purpose, with an emphasis on the importance of upgrading skills, capabilities and competencies of Dubai Civil Defense human resources.
Later on Maj. Gen. Al-Matrooshi revealed the under-related main strategic goals and the specified objectives of the plan.
The Strategic Objectives
The First Strategic Objective:
Implementing the best practices and the latest technologies to provide excellent rescue and fire fighting services.
Specified Objectives:
1- Achieving and maintaining the highest response rates.
2- Improving fire stations’ readiness to achieve full stand-by situation.
3- Ensure safety at Dubai’s Marine projects.
4- Developing Aviation fire and rescue services.
The Second Strategic Objective:
Cooperation, support and distinguished performance in responding to crisis and disasters.
Specified Objectives:
1- Participating with the concerned departments in responding to Crisis and Disasters.
2- Readiness to provide International aids and support in responding to Crisis and Disasters.
3- Partaking in restoring back life normalcy in the affected areas.
The Third Strategic Objective:
Ensuring Preventive Safety against fire hazards and disasters.
Specified Objectives:
1- preparing, implementing and monitoring preventive safety measures.
2- Regulating fire equipments handling and monitoring its sustainability.
3- Regulating and safeguarding different stages of dealing with hazard materials.
4- Achieving customers satisfaction.
The Fourth Strategic Objective:
Spreading Safety and preventive awareness culture across the society.
Specified Objectives:
1- Spreading the preventive culture in the society.
2- Inviting volunteers from the society, preparing and organizing them.
3- Enhancing the confidence of community in Civil Defence Authority.
4- Improve Private Sector Fire fighting capabilities.
The Fifth Strategic Objective:
Development of Dubai Civil Defence Human Resources.
Specified Objectives:
1- Qualifying and improving Civil Defence employees.
2- Providing a healthy working environment.
3- Building up Capabilities of Local citizens.
4- Developing HR services.
The Sixth Strategic Objective:
Establishment of institutional excellence.
Specified Objectives:
1- Achieving professional governance
2- Spreading the institutional excellence and quality culture.
3- Adoption of expenditures’ austerity and increasing revenues.
4- Managing hazards administratively and financially.
General Al Matrooshi also expressed:-
"The plan came out as a result of continuous hard work of the teams entrusted with the study of the previous strategic plan 2007-2008, its functions applicability, its compatibility with the specific targets and the need to develop an updated plan complying with the strategic objectives of the Federal Government and the Government of Dubai. DCD’s various administrative & occupational heads of departments at all their professional levels starting from individuals and the executive staff members to the assistant directors, department directors and the heads of internal sections, Participated in the formulation of the strategy.
For finalizing the strategy formulation, we held 22 meetings and workshops, ending up with a final two days long workshop held under my supervision and the participation of all department directors".
