Preventive measures at labour camps PDF Print E-mail

1.      Construction of labour camp from fire resistance substances.

2.       Steel structure of labour camp buildings should be coated by fire resisting substance.

3.       Workers’ accommodation should be provided with at least two distanced exits, which should also be located opposite each other.

4.       Corridors leading to exits should be clear and free of hurdles.

5.       Exits should be protected by fire doors that can resist fires for one hour and half. Doors of rooms should resist fire for 30 minutes except doors that directly open outside the compound including those of bedrooms.

6.       Exit corridors should be protected by fire resisting walls, which should not be furnished by ignitable substances.

7.       Spare 18.6 square meters for each person to avoid overcrowding rooms.

8.       Provide rooms with doors that can resist fires for 30 minutes.

9.       Portakabins should not be used as accommodation for workers except when temporarily needed for special case that meets the consent of Civil Defence.

10.   Kitchen should not be allowed at levels designated of workers’ accommodation. However, kitchens should be allowed at the ground floor bet should be set separately from bedrooms by walls that can resist fires for two hours. Entrance to these kitchens should be directly from outside.

11.   Further construction including additional rooms and amendments to workers’ accommodation with prior permission from civil defence authority is strictly forbidden.

12.   Fire alarm systems and communications:

1.       All workers accommodations should be equipped by fire detectors that comprise smoke detectors being installed at corridors, services rooms with heat detectors being installed at kitchens and pump rooms.

2.       Points to manually set off fire gong should also be installed at exits and corridors with distances between them being 60 meters.

3.       Fire gongs (alarm) with sirens of 75 decimals that could reach farthest point in of the living room.

4.       A main control panel should install at the entrance of workers’ accommodation. However, if the workers’ accommodation is considerably huge, an additional control panel should be installed in the other entrance.

13.   Workers’ accommodations with doors opening directly outside the compound are exempted from installing automatic fire or smoke detectors. Manual alarm system can be installed, instead.

14.   Workers’ accommodations should be connected to the direct alarm system of the civil defence.

15.   Workers’ accommodations should also have fire fighting systems.

Workers’ accommodations should be provided with fire hose network that measure:

a.       Rubber fire hoses (with).

b.       Dry or wet riser (for levels with each spacing 900 square meters or more)

c.       12 kegs dry manual fire extinguishers of carbon dioxide with capacity of 9lb

should placed at exits and distanced about 30 meters from each other.       

a.       Workers’ accommodations should be provided with electrical self-starter fire pump, diesel pump and pressure stabilizer pump to help produce stabilized water pressure and follow in the hoses.

b.       Fire pumps should be of wet riser and of approved type of UL listed and of required capacity.

c.       Provide kitchens with automatic chemical extinguishers and manual dry powder of ABC type.

d.       Workers’ accommodations should also be provided with water reservoir dedicated to fire fighting operations with the capacity to supply water for at least 60 minutes.

16.   Workers’ accommodation should be provided with emergency light system being fixed at exits, staircases, corridors, services rooms, kitchen and dining halls. The lighting system should provide lights no less than 10.8 lux and should not be less than 1 lux at the farthest point.

17.   Emergency lighting system at workers’ accommodations should approved by Civil Defence.

18.   Signs that indicate to exits should be fixed at corridors, emergency exits and at the convergence of corridors. The exit signs should be clearly seen from distances no less than 30 meters on any floor in the normal conditions and 12 meters when there is smoke in the level.

19.   Owners of workers’ accommodations are required to install central gas system with use of gas cylinders strictly prohibited in and outside the accommodation compound.

20.   Central gas system should be installed by specialized fire Safety Company, which is approved by Dubai Civil Defence.

21.   The company should submit central gas connection drawings to Dubai Civil Defence for approval and before commencing installation work at labor camp.

22.   The consultant (of building drawings) should apply for initial approval of the central gas system installations.

23.   Ventilate the pump rooms at least three times per an hour.

24.   Allow natural ventilation for buildings levels through using ventilators with openings range 5% of the total space of the level.

25.   Each level at huge compounds of workers’ accommodations whose space exceed 1000 square meters should divided into fire sectors.
