France Delegation Praises Address Hotel Knights


Mr. Emle Pirez, Director of International Cooperation Department at Ministry of Interior in Republic of France, praises during his official visit to Emirates Martyrs Fire Center, the performance of Civil Defence teams in fighting Address Hotel fire accident in New Year eve. Visiting delegation was received by Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence , Brig. Ahmed Obaid ALSayegh, Assist Director General and the directors of fire stations who representing ( Address Hotel Knights).


He added:

“ the entire world was fearfully awaited in that night, as more than one million people were gathered around Burj Khalifa, not far from accident scene, Wondering !! What repercussions would result from Address hotel fire accident ?you performance have really impressed the world, we were very interested, while attending World Government Summit, to be here to learn more about how such great success was achieved.. we feel very proud of your professionalism and your quick arrival to accident scene which took one minute only. Such remarkable achievement would not have taken place without well preparation, permanent readiness and strong integration with other emergency services stakeholders. Allow me to convey to you the appreciation from your colleagues Ministry of Interior and Civil Defence in France . I also avail this opportunity to express my deepest thanks and gratitude to H.H. Sheikh Saif Bin Zayed ALNahyan,Deputy Prime Minister and Interior Minister who facilitated this meeting with you to know more about your strategies and tactics implemented while responding to massive fires. We learnt from our experience, successful responding to emergencies can be assured by permanent readiness ,working with one team spirit and exchanging expertize.


From his side Maj.Gen. Expert ALMatrooshi confirmed:

   “ Exchange of visits and experiences between Civil Defence authorities from different countries is very important, as it deepening scientific knowledge, spreading organizational best practices and individual skills in a such way that serves our joint goal aiming at protecting lives, properties and environment”.

Then Brig. Ahmed Obaid ALSayegh, delivered a brief presentation where he explained to the visiting delegation preset plan of Safeguarding New Year celebrations, also demonstrated fundamental factors of Civil Defence services development strategy during the last seven years, that helped available equipments and technologies deployed human forces efficiently carried out their roles during Address hotel fire, without fatalities reported among hotel occupants, public or fire teams.


Visiting delegation escorted by Director General had a exploratory tour to review latest equipments used by Civil Defence in its fire & rescue operations and communications. Head of visiting delegation was awarded Dubai Civil Defence Logo as a commemorative gift on the occasion of his visit.


At the end of his visit, Mr. Emle wrote a comment in visitors log book stated :

(My deepest thanks for this cordiality and overwhelming hospitality  , appreciating at the same time Dubai Civil professionalism which impressed the world, no doubt it is the outcome of the clear vision, of UAE prudent leadership in general and Dubai in particular, about public safety requirements, and its extended development support to Civil Defence and other security authorities working system such as, planning, readiness, integration, harmony between the teams that lead to achievement of excellent results , we look forward for more ties enhancement and exchange of expertize between our departments).


Meeting was attended by Major Jan Newel, deputy of regional security attaché, at French Embassy in UAE and Col. Rashid AbuALFalasah, Director of DCD’s Director General office.

DCD / Digi Robotics Company Signs MOU as a part of Government Submit Events



MOU to develop a robot for Civil Defence tasks was signed between General Directorate of Dubai Civil Defence and Digi Robotics by Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence and Mr. Jamal AL Khatib, CEO of Digi Robotics Company at the sideline of UAE AI and Robotics Award for Good, taking place along with Government Summit in its second edition. The Robot can be used to carryout critical tasks remotely by connecting to firefighting systems in buildings and automatically moving to the source of fire to carry initial extinguishing process till the arrival of fire team, and can also be used in smart awareness campaigns in shopping malls as per the Government’s trend to adopt untraditional systems to protect lives and properties.

The robot was manufactured according to ideas and requirements set by Dubai Civil Defence. It will be subject to 3 month trial period, then evaluated at the end the period to check its technical and operational efficiencies. MOU aims to upgrade Civil Defence workers capabilities by implementing latest technologies, make use of international expertise in this field and activate strategic partnership with other concerned bodies. DCD’s participation in this exhibition comes as a continuation of its previous efforts in the last session, where it displayed RC Camera drone technology used in Civil Defence operations. MOU was signed in the presence of Col. Rashid Khalifa ALBuflasa, director of Director General office and Lt.Col. Ismail Ahmed ,Director of Corporate Communication Dept.

DCD Obtains Risks Management ISO (31000-2009)



Following its fulfillment of the requirements Dubai Civil Defence was awarded ISO standard 31000- 2009 for risk management. Maj.Gen.Expert Rashid Thani ALMatrooshi,Director General of Dubai Civil Defence Has  confirmed, during the announcement, the keenness of Civil Defence workers to improve their performance constantly in accordance with international quality standards and maintain customers satisfaction. ISO 31000-2009 certification  was awarded in recognition of  Dubai Civil Defence achievement of risk management system requirements, its continued efforts to improve performance and upgrading risk management staff efficiency, in order to reduce potential losses. Dubai Civil Defence was the first department to be awarded this ISO standard.

UN Hails DCD’s Excellent Performance in Address Downtown Hotel Fire



On behalf of United Nations Organization, Ambassador   Dr. Ahmed Mohammed ALMasagati, UN ambassador for education in Middle East and North Africa, has honored Civil Defence Personnel for their excellent performance in fighting Address hotel fire broke out in New Year eve. Ceremony to honor the Directors of Civil Defence fire stations  on behalf of Civil Defence personnel who participated in the accident, was conducted at Civil Defence (Emirates Martyrs Center) building,  in  the presence of Brig. Ahmed Obaid ALsayegh, Assist. Director General for Fire & Rescue. 


In his brief speech, Dr. ALMasagati said:
“The role carried out by Civil Defence personnel and other supportive teams from different departments, during responding to the accident , and the smooth evacuation operations of occupants , without any casualties asserted the role of the culture,methdiloglies and conduct of excellent performance implanted by the farsighted leadership in the minds and hearts of Civil Defence workers  and other stakeholders. At the same time reflects their efficient skills, discipline  and high humanitarian awareness. Mentioned factors, have enhanced the good reputation of UAE as a safety oasis, meeting points for success seekers from across the continents”.  

He added:
I would like to express my thanks and appreciation, being with my family among the occupants of the hotel during the catastrophe,  for all those who contribute to make the joy of millions, who turned out to  the celebration area, come true. We have gone through a very  harsh experience,  in which people and workers in different sectors in UAE in general and Dubai in particular, have shown genuine keenness to safeguard the safety and conveniences  of their guests. May I take opportunity to  announce our interest to involve all dignitaries and celebrities in spreading  the safety culture through social media across different age groups, specially the youth.

Brig. Ahmed ALsayegh briefed the guest about the nature of Civil Defence tasks, equipments and apparatus. Then, ambassador wrote a comment on the guest log book.

Middle East Fire Safety Conference Opens On INTERSEC Sideline


On behalf of Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence, Lt.Col. Jamal Ahmed Ibrahim, Director of Preventive Safety, inaugurated Middle East Fire Safety Conference held on the sideline of INTERSEC 2016, in the presence of a number of engineers representing Consultants offices, fire products manufacturers,installation,testing and maintenance companies. In his delivered speech said:

“Dousing the massive fire broke out in Address Downtown Hotel in New year’s eve has formed a substantial challenge, as how important is the integration between Civil Defence main operational pillars ((awareness – protection – firefighting) with other supportive operations (planning – training – administrative- organizational – technical), and was also a major indicator which reflected the role of theoretical Civil Defence sciences and its relevant applications, commanders and individuals acquired, including information demonstrated by specialist experts during scientific conferences such as your valuable INTERSEC”.

He added also:

Any observer of INTERSEC conference and exhibition throughout its seventeen conducted sessions can recognizes the rapid technological development seen in firefighting and public safety technology systems, and the impact of latest safety products on the improvement of residents safety environment and the remarkable advancement of Civil Defence methods and applications in the whole region and particularly in UAE. No doubt, such developments should be applied practically on the field operations, and accumulated experiences of field commanders should as well be assembled as a curriculum to improve fire and public safety teams skills..

Understanding of fire spreading mechanism, fire safety strategies and evacuations procedures are considered essential factors in different economic and social sectors.

Proper management of fire safety systems requires developing clear and strong concepts for the main factors needed to have concrete infrastructure to hold present and future safety requirements. Setting such concepts is one of INTERSEC targets. We are very much confident that issues to be raised during this session will add qualitative value to Civil Defence sciences and applications, and this will include: acquiring deep understanding of fire spreading mechanism in different environments and new innovative management system to control it, knowing more about fire protection measures, need to conduct appropriate testing and proper fire systems maintenance methods, importance of training in avoiding potential crisis, proper behavior to be followed during emergency situations and finally to know to what extent case studies presented by international industry experts are relevant to our region.


Lt.Col. asserted:

Throughout the recent past years Civil Defence showed sincere keenness to invest and implement latest technologies in achieving its sustainable development vision.. as a base to achieve its strategic goal (smart Civil Defence..smart services. Smart city), which meets our prudent leadership vision towards making UAE one of the safest and most secure country of the world by 2021, which coincides with the 50th    anniversary of UAE establishment. Similarly, this vision coincides also with the designed strategy aiming at completing the infra-structure required to host Expo 2020, an event expected to impress the world of its achievements.

Civil Defence has managed to transfer most its services indifferent fields into smart ones, specially preventive safety services. Moreover, is working hard to complete the normative system of protection, prevention, firefighting and other supportive services.

He ended saying:

Dubai Civil Defence will display a number of services such as building smart systems, personal safety dashboard, recent update of Emirates fire code, introduction to Emirates Academy of fire sciences. These project will mark new stage of Civil Defence services technology development and we will always remain a principal partner with all public and private safety stakeholders, and constant supporter for all safety activities.. in order to make UAE one of the safest and secured country of the world.

Then attended the questions raised by the participants in regard to Fire Code applications.

DCD inks MOU with CFOA


In line with the intentions of Dubai Civil Defence and The Chief Fire Officer’s Association to promote and support the development of the professional relationship between them, and to enhance fire safety services particularly in Dubai, and UAE in General, aiming at protecting lives, properties and environment. MOU has been signed today morning on the sideline of INTERSEC 2016, by Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence, and HE David Etheridge CFOA Vice President. According to this MOU, the two parties will cooperate in risks management caused by fire accidents, as per applied rules and regulations in both countries. Both parties expressed their keenness – in the signed MOU- to invest in in human and material sources to achieve the purpose, by exchanging visits and information, enhancing community awareness programs, conducting joint professional workshops, specialized conferences and symposiums in the field of risks management. Signed MOU includes also training chances for trainees, instructors, technicians and experts and sharing training and awareness programs. Signing ceremony was attended by Col. Rashid ALBuflasa, Director of Director’s office, Lt.Col.Expert Ali Hassan, Director of Operations department and Mrs. Amina Yauqoub,Director of Civil Protection Department.

Address Hotel Complies to Safety Measures


Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence ,

has announced:

Some social media sites have published a false statement and attributed to Lt.Col.Gamal Ahmed Ibrahim, Director of Preventive Safety Department. According to them Lt.Col. Gamal has said: “Address Downtown Hotel facades is not in compliance with specifications. Department of Dubai Civil Defence asserted that this absolutely wrong and reassured all buildings in Dubai are totally in compliance with Emirates Fire and Life Safety Code safety and international safety standards, and is approved by Dubai Civil Defence as well. Despite this incident all media has showed full responsibility and commitment while dealing with Address Hotel massive fire in occurred in New Year eve. Therefore, all audiovisual media are urged to verify news before they are published.

American News Network “C.N.N.” said: No casualty reported in such huge fire accident means human safety is Dubai local’s authorities top priority.

Maj.Gen. Expert ALMatrooshi: Address Downtown Hotel fire is put-off


Director General of Dubai Civil Defence, Maj.Gen.Expert, Rashid Thani ALMatrooshi, confirmed in an statement that fire teams managed to finished cooling operations of Address Hotel fire. He indicated also, upon receiving fire report,various teams were formed to contain and control the fire as well as evacuating residents to ensure their safety.
