Maj.Gen. Expert ALMatrooshi Receives China Civil Defence Deputy Director

A delegation from Civil Defence Department at Ministry of General Security in China, headed by Chinese Civil Defence Deputy Director was received by Maj.Gen. Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence during their visit to Emirates Martyrs Center, in the presence of Brig. Ahmed Obaid ALSayegh, Assist. Director for Fire & Rescue Affairs. A concise demonstration about DCD’s developmental plan in the recent years and its futuristic vision for completing smart services requirements was presented by General ALMatrooshi. Demonstration shown includes, the whole system used to manage Disasters and Crisis emergencies, which comprises (UAE fire & Life Safety Code of Practice), (Standard Operating Procedures), (Fire Stations Operating Guidelines) and (Equipment’s Technical Guidelines), followed by the issuance of a package of legislations, including decision NO 24 of 2012 which regulates Civil Defence violations fees.

Maj.Gen. ALMatrooshi referred also to the connectivity between Civil Defence main operations and development strategic plans under the Government vision 2021, and accelerated measures taken by Civil Defencer to convert into smart services by implementing latest technologies such as (24X7) which connect firefighting systems installed in buildings to central operations room to ensure their readiness, till now 47,510 buildings out of 52,032 surveyed buildings is already connected. Besides implementing also Electronic engineer program which enabling the process of approving drawings online.

He also confirmed the keenness of Dubai Civil Defence to spread and entrench preventive safety culture and public safety behavior in the society via awareness programs and evacuation drills. About 758 drills conducted in 2015 in line with training strategy, people who were benefited from these drills were 365,443 persons. According to training strategy each fire station is oblige to conduct minimum 3 drills in its area of jurisdiction. Based on the visitors’ request Maj.Gen. ALMatrooshi demonstrated leadership and executive aspects of implementing the best practices while responding to Address hotel fire accident and challenges accident leadership faced. Then a meeting was held between the visiting delegation and directors of fire stations, where H.H. director General answered all occupational questions raised by the visitors. In his word noted down in visitors’ log book General New Yo Gowang, Deputy Director of Chinese Civil Defence Department wrote “We are proud to say Dubai Civil Defence is one of the world most advance Civil Defence authorities”.

Then the delegation escorted by Brig. Ahmed ALsayegh visited Burj Khalifa to review applied firefighting and safety systems, and also visited the Central operations room to review as well its operating and control systems to manage and passing information to support Civil Defence teams and safeguard safety in buildings and establishments.
