Director General of Dubai Civil Defense, Maj. Gen. Expert Rashid Thani Rashid AlMatrooshi has confirmed Dubai Civil Defense intention to make the charter of the Eight Principles, declared by H. H. Sheikh Mohammed Bin Rashid ALMaktoum, vice President, Prime minister and Ruler of Dubai,  as a guidance for all its plans, projects  programs and procedures.

We are fully aware of the fact that, Union is our destiny, and the secret behind our success and pioneering on the international level, and Justice is the base of rule and the source of the cohesion of our society under our prudent leadership, He added.

Millions are inspired by these instilled values, thus showed their genuine interest to contribute in our nation success. Gen. AlMatrooshi continued to say.

We also, believe happiness lies in providing people with their needs through strong and fast growing economy, by attracting business sector to play its expected role in rapid development movement and reshaping the future through adopting latest artificial intelligence technologies. He emphasized.

We work tirelessly to enhance the partnership with government and non-governmental organizations in the different fields of our services, schemes and developmental plans, Gen. ALMatrooshi stressed.

DCD'S Director also praised the valuable values of tolerance and coexistence prevails in UAE society, where hundreds of different nationalities are living peacefully and happily.

We are committed to work with all our partners to create a safe environment that produces new sectors of productions,  marketing and services, and innovate new shapes of Services which can attract innovators, business pioneers and leading minds, and at the same time empower investment sector for a better future of the coming generations.

Instructions are issued to form specialized teamwork to set plans and programs which can translate this charter into reality. He concluded

New Year Celebrations

New Year Eve Celebration events, is one of the major activities Dubai Civil Defense used to work every year with other stakeholders, being a permanent member of “Events Security Committee” to safeguard.

Coordination with other Government, Non-Government departments and organizers of event associated activities with one team spirit, begins before three months earlier, according to institutional applications based on teams efficiency and effectiveness, accumulated experiences gained during recent years, investment of events management successful attempts and mobilization achieved during last celebrations.

Working efforts include:

  • Identifying Event /Activity type and size
  • Estimating number of spectators expected to attend each event or activity.
  • Identifying Locations and Facilities to host the events, whether are permanent or temporary?

On the light of the above factors, we make sure safety measure in permanent locations/ establishments are in place as per (Emirates Fire and Life Safety Code of Practice), while in the case of events Temporary locations, engineering drawings are reviewed by DCD’s safety engineers with each site Consultant engineer, to be assured safety measures are implemented.

On the other hand, a team of Dubai Civil Defense inspectors, encompasses specialists from fire and rescue department and Fire safety department was formed. Formed team has set a comprehensive field survey plan covering all these locations, said team started scheduled site visits in the beginning of the last quarter of 2018. Inspection operations launched by the team aims to:

  • Make sure all preventive fire safety measures in all locations and establishments hosting the events and in their vicinity buildings, are implemented as per Emirates Fire and Life safety Code of Practice.
  • Ensure Quality assurance of Locations Storage system, No hindrances to public safety, or that could lead to fire eruption or spreading, or preventing emergency vehicles mobility towards locations and establishments.
  • Ensure efficiency, effectiveness and readiness of all firefighting systems, fire alarms and water supply network of the buildings hosting the events.
  • Make sure fire systems are regularly maintained under annual maintenance contract signed with DCD approved company.
  • Make sure directive signs leading to assembly points are available and clearly displayed.
  • Make sure fireworks are store in safety compliance warehouses, safe transportation means to display sites are provided
  • Evacuations drills are conducted in ample time in all locations expected to host events
  • Make sure buildings in-house safety personnel are well – trained, to promptly respond to fire incidents until Civil Defense fire teams arrived in incident scene, and also ensure the ability to implement safe evacuation during emergency situations.

At the time of event:

Civil Defense specialized teams work jointly with event’s organizers, fireworks and Laser, to ensure procedures are carried out as per safety requirements.

(900)  firefighters will be deployed in to secure the events, out of which (675) will be centered in events locations.

(250) firefighters placed in different fire centers to support other deployed forces. In addition to the volunteers being trained earlier by civil protection department. 

114 fire/ and specialized vehicles are deployed all events locations around Dubai.

We urge all people, for their own safety, to abide by followings:

  • Adhere to Individual/Public safety instructions set by “Events Security Committee” in accordance to Civil Defense Stipulations.
  • Smoke in allocated areas only
  • Observe safe distances identified by organizers entities.
  • To fully cooperate with fire and emergency squads while moving among the public and around the sites.

In the end, we express our deepest thanks and appreciation to the Head and Members of Events Security Committee, specially our strategic partners (Dubai Police, Dubai Ambulance Corporation, RTA) for their valued role in preparing and implementing Events security plan. 

Also, our thanks are extended to “EMMAR”, MERAS”, ALFATUM GROUP” and JUMERIAH GROUP, for their sincere cooperation and support for DCDs Safety Plan for Events Locations.

High ranking delegation from Federal National Assembly has visited today Dubai Civil Defense, the delegation which headed by her Excellency Aza Sulieman Bin Suleiman and Salem Alnar ALShehhi, was received by Maj. Gen Expert Rashid AlMatrooshi, Director General of Dubai Civil Defense and his assistants Brig. Rashid AlFalasi and Col. Expert Ali Hassan Almutawa, as well as Lady Afaf Jassim Almuheiri director of Polices and Decision Support Department, DCD'S Officers and Officials.

The purpose of the delegation visit was to review Dubai Civil Defense capabilities and its various programs, initiatives and innovations  implemented in its different main and supportive operations,  and to witness the best practices  been applied in the fields of firefighting, prevention  and civil protection to ensure individual and community safety and happiness are achieved, national achievements are protected, whole economic sector is supported by providing safe, secure, and sustainable   environment for lives, properties and wealth, in line with UAE vision 2021.Visiting delegation has a short meeting with DCD'S working women, to ensure Gender balance policy is in place, then both parties led a friendly dialogue to reshape the future of working ladies role in the different fields,  in the shadow of kind care  of the wise leadership given to them, and the pioneering role they play in different leadership, supervisory and executive positions assumed.

The delegation also reviewed during the visit the latest technologies of command and control installed in electronic central operations room, and listened to short briefing from Gen. ALMatrooshi about technologies development DCD services witnessed in general and communication ones in particular.

The announcement of 2019 as the Year of Tolerance dedicates the  deep-rooted values and the way instilled since our country was established by the founding father, the late Sheikh Zayed Bin Sultan AlNahyan and his brother, the late Sheikh Rashid Bin Saeed ALMaktoum and their brothers members of higher supreme founding council of UAE. The values of coexistence constitutes life style for pattern of our Society, and one of the fundamental pillars  of civilization that inspired by our wise leadership positive vision to enhance the values of coexistence, convergence,  civilizational and cultural and humanitarian understanding between the different communities regardless of their ethnicity, roots, colors and religions. Making our country a true example for civilized incubator and multi culturist melting pot, where more than 200 nationalities live peacefully and fraternity together, and collectively contribute in making innovative and sustainable future. UAE becomes a destination for millions seeking a bright future in an environment where their dignities is well maintained.

Hence, declaration of 2019 as the Year of Tolerance comes to reflect legislations, institutional achievements, humanitarian initiatives already existed, and ongoing efforts to Support natural and man-made disasters affected people.

 

No doubt, 2019 which declared as the Year of Tolerance will witness huge endeavors and initiatives in which all government entities, civic societies originations, public figures, cultural and sports elements, and business men from different nationalities will participate as one Team work, as the values of tolerance incept when each individual realizes the importance of coexistence and integration with others.

Gen. Expert AlMatrooshi Participates in Martyr's Commemoration Day

Maj. Gen. Expert Rashid Thani AlMatrooshi Director General of Dubai Civil Defense, assistants Director General, Department's Directors and other DCD'S Officers and Personnel have participated in Flag unfurl ceremony conducted at 8:00am, and they stood for a minute with silence for supplication before hoisting the flag at 11:30am.

 

Under The Patronage and Presence of Gen. Expert ALMatroushi: DCD Celebrates UAE47th National Day

Under the auspicious and in the presence of Maj.Gen.Expert Rashid Thani ALMatroushi, Dubai Civil Defence celebrated 47th  UAE National Day, ceremony began with some verses the Holy Quran recited by a student from Ahmed Bin Sulayem primary school, followed by DCD’s (Fourth Batch) cadet officer sworn on ceremony  in front of event patron.

Then, addressing speech was delivered by Brig. Rashid Khalifa AlFalasi, assistant Director General for Fire and Rescue Affairs, on behalf of the Department Director General, Maj.Gen.Expert Rashid ALMatroushi, in which he confirmed:

(Our nation celebrates National Day on December 2 every year, to mark the establishment of UAE in 1971, 47 anniversary of UAE National Day is celebrated this year under the slogan” This Zayed ..This is Emirates”. On this glorious national glories, we proudly remember the legacy of the late Sheikh Zayed Bin Sultan AL Nahyan and his brother the late Sheikh Rashid Bin Saeed ALMaktoum and their brothers the members of Union founding council, who have laid the foundation stone of our country , to becomes in less than half a century one of the most advanced and fast developing countries worldwide.

We take this occasion to express our sublime congratulations to H.H.Sheikh Khalifa Bin Zayed ALNahyan, President of the State ”May Allah Preserved him”, and H.H.Sheikh Mohammed Bin Rashid ALMaktoum, Vice President and Prime Minister and Ruler of Dubai “”May Allah Preserved him”, and their brothers their highnesses members of supreme council and rulers of Emirates.

The celebration ceremony was attended by Col. Expert Ali Hassan Almutawa, assistant director general for Fire safety & Protection Affairs, Departments directors, fire stations directors, officers, military and  civil employees. Present also were sponsors and guests.

Event program items include , “Zayed Spirit” delivered by Dubai Care and Rehabilitation center for People of Determination, followed by operetta performed by Ahmed Bin Sulayem school boys, then student of Salma ALnasaria school also played  concert item, last item was delivered by Magabil military band. Awareness lecturer Abdullah Hamza  presented the traditional contests.

A number of prominent companies were honored at the end of the program, including NAFCO,Golden sponsor, Bristol Company, Silver sponsor, and other Bronze sponsors encompass Solas and Bahri ALMazroui Company. Dubai Care and Rehabilitation center for People of Determination, Ahmed Bin Sulayem school, Salma ALnasaria school were honored also.

Cancellation of Safety / smart systems subscription Accumulated Violations Fees

Maj. Gen. Expert Rashid Thani ALMatrooshi, Dubai Civil Defense Director General announced the cancellation of all accumulated violations fees, resulting from violating safety rules and non-renewal of the subscription in smart systems.

He added saying:

Based on the decision issued by financial policies higher committee, and due to the changes observed in some of the companies activities, and in order to make our partners in private sector glad and steps taken to motivate the business sector (it has been agreed to cancel all accumulated violations fees resulting from violating safety rules and non-renewal of the subscription in smart systems) for the period from 2010 to 2017.

Director General of Dubai Civil Defence Maj. Gen. Expert Rashid Thani Al Matrooshi has honored in the presence of Col. Expert Ali Hassan Almutawa, assistant director for Safety and Protection affairs, preventive safety department engineers, in recognition of their exerted efforts in developing and executing drawings and projects approval.
