Maj.Gen.Expert Rashid Thani ALMatrooshi has confirmed Dubai Civil Defence strategy set to safeguard Handicapped People. This strategy comes in line with the steps taken to achieve the initiative “my community is a place for all” Launched by H.H.Sheikh Hamdan Bin Mohammed Bin Rashid ALMaktoum, Dubai Crown Prince, aiming to reach a handicapped friendly community, and to convert Dubai into a fully handicapped environmentally friendly by 2020, through certain projects and programs which aim to maximizing the participation and integration of this important category into the society, and to eradicate hindrances that could prevent their smooth integration into their social circumference, as creative and productive members.

“ Being a partner in ongoing human and civilizational development our country witnesses and stressing on the strategic importance of protection of lives and properties which is the core business of Dubai Civil Defence, we have started to implement informative and training plan for all fire and rescue teams on skills they should acquire in order to deal with people with special needs during fire emergencies, in addition to preventive awareness programs to be deliver to them” he added.

Proposed intensive training plan will takes two months to train 1142 fire and rescue men from 18 fire stations, plus Headquarters’ staff. First stage of the plan contains different axes including; strategies and skills of direct communication with different types of handicapped people. In addition, special knowledge of the nature of the essential ideas and feelings required to deal with them, handicapped daily challenges, and disability misconceptions which should be avoided are also covered. Plan include as well, different scenarios and examples on how to handle special needy people in risky environment, and potential field difficulties that might arise while rescuer is handling disable during fire or other emergency.

Later, Gen. ALMatrooshi explained:
The DCD’s plan is integrated to ensure the safety of handicapped people during emergencies is achieved, based of the principle of cooperation with Handicapped rehabilitation department at Ministry of Community Development, and on the highlight of its training program, and on our accumulative experience gained from the joint work with Handicapped rehabilitation centers in other emirates, and fire safety requirements which are mastered by fire and rescue men.

We are fully aware about the necessity of teaching fire and rescue men the skills and techniques of effective communication with handicapped people as a pre-step to enable them rendering their rescue services to people with special needs.

The plan which is proposed to train fire and rescue teams on communication skills with people with special needs, ways to rescue them from risk sites, is considered one of the components of the sustainable plan to train Civil Defence fire stations firefighters and within the curriculum of Emirates Academy for Civil Defence Sciences’ basic courses.

As we believe, Disable person is indigenous part of the society, we need to know the best methods to communicate with him during normal conditions and emergency situations, where he will be under fear feeling pressure from fire and any other life threating risks. Therefore, disable rescue skills must be perfectly mastered.

His Excellency Dr. Ahmed Bin Abdullah Ballhoul , State Minister for Education Affairs received at his office His Excellency Maj.Gen. Expert Rashid Thani Rashid ALMatrooshi, Director General of Dubai Civil Defence accompanied by Lt.Col. Expert Ali Hassan Almutawa, Assist. Director for Smart Services, in the presence of Dr. Mohammed Ibrahim ALMualla, Ministry Undersecretary for Academic Affairs, Undersecretary Dr. Samir ALSmahi and Eng. Amal Alighieri Minister’s Advisor.

Dr. Ballhoul has confirmed, in the beginning of the meeting, the central strategic role of the ministry of higher education, and the importance of integrating the efforts of all public and private organizations managing different economic, community and services sectors with ministry’s strategy to prepare and qualify successive generations to take their positive role in building the nation, as per the valiant leadership and Global competitiveness index in learning, education, human development sector, including updating Curriculum and educational concepts in such a way to enhance innovation and creativity environment and nurtured innovators.

Then, His Excellency Maj.Gen. Expert urged the Ministry to support Dubai Civil Defence innovative drive, in particular its ( Emirates Fire safety Award),first of its kind to be internationally launched, as an important scientific and academic assessor of the Award.

“ Our aim is to motivate , support and nurture innovative and creative students, unveiling their innovative ideas and convert into productive schemes…Civil Defence will give the winners chance to implement and promote their innovations, share some portion of the product selling price. Also, help to display these innovations in international conferences and scientific forums, since the competition is open to participants from across the globe, including universities students. Award scientific evaluation will be carried out by local and international experts. General ALMatrooshi then briefed HE.Dr. Ahmed about Dubai Civil Defence trend to qualify UAE male/female to become safety engineers, to meet the needs of rapid urbanization growth for safety engineers, to ensure governance of safety measures in all buildings is in place. Graduated fire safety engineers will be send to UK for further studies, Dubai Civil Defence will bear the cost and later recruit them”, added General Rashid.

State Minister Said:
“Most important is to have some entities to support innovative ideas and convert into applicable projects, also indicated Colleges of Technology are most appropriate places to host this new fire safety specialization”.

Then, He issued his directive to form a team work , to be chaired by H.E. Academic Affairs Undersecretary , Dr.Mohammed Ibrahim AL Mualla, to coordinate with Civil Defence representative Lt.Col. Expert Ali Hassan to study:

  • Emirates Fire Safety Award, ways and how ministry of Education can be involved.
  • Mechanism to introduce and invite universities students to participate in the Award.
  • Setting articles of MOU between DCD and SMFHEA, including specific methods of sustainable joint cooperation.

Scientific capabilities to fire safety engineering stream to pertinent engineering streams in local universities.

DCD and Huawei collaborate


MoU kicks off strategic Smart City collaboration as Dubai Civil Defence turns to innovation to ensure Dubai is the safest, smartest and happiest city in the world

Dubai, UAE – XX April 2017: Dubai Civil Defence and Huawei today announced a historic MoU to collaborate on a number of ICT initiatives that will lead to the creation of a next-generation, Smart City infrastructure for the safety, security and happiness of Dubai’s inhabitants. The MoU was signed during Huawei’s Global Safe City Summit, being held in Dubai on 26 and 27 April, 2017, which brings more than 400 global public safety and security stakeholders to the UAE to share experiences, insights and successes during the two-day event.


Huawei will work with Dubai Civil Defence to develop solutions for a next-generation Smart City ICT infrastructure that leverages cloud computing and cloud data centers, software-defined networking (SDN), big data, business continuity and disaster recovery (BCDR), unified communications, intelligent video surveillance and other smart city technologies.

“As per the new Smart Dubai 2021 initiative announced by His Highness Skeikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai, Dubai Civil Defence is collaborating with Huawei to assess its current Smart City readiness and create a roadmap for accelerating its ICT development to meet the objectives of the Smart Dubai 2021 initiative,” said Colonel Expert Ali Hassan AlMutawa, Assistant General Manager for Smart Services, Dubai Civil Defence.


Under the new Smart Dubai 2021 initiative, Dubai inhabitants will be able to access hundreds of Dubai government services through a new portal, paving the way for a 100 percent digital future, with Dubai government going completely paperless in its transactions by 2021.

“Huawei is proud to build on its ongoing commitment to Dubai government through this MoU with Dubai Civil Defence, which will see both parties collaboratively develop safe and smart city solutions that leverage Huawei’s global expertise in smart city deployments,” said Alaa ElShimy, Managing Director for ME Enterprise Business Group at Huawei. “Smart Dubai 2021 initiative sets a powerful precedent for other governments around the world to follow, and clearly demonstrates the broad vision of Dubai’s leadership for the improvement of the quality of life for its people and humanity as a whole.”

Dubai Civil Defence is turning to innovation for the development of its e-Services which provides online service access to vendors, contractors and business partners to support their efficient operations and provide them with the resources needed to align with Dubai’s Fire and Life Safety Code of Practice.

“Dubai Civil Defence is committed to delivering service excellence to the leadership and people of Dubai, and we are confident that we will do so with distinction by harnessing the most advanced innovation available, to make Dubai the smartest, safest, happiest city in the world,” added Col. Expert Ali Hassan AlMutawa.

This year’s Huawei’s Global Safe City Summit theme, ‘Leading new ICT, The Road to Collaborative Public Safety’, highlights the importance of collaboration in developing safe city technologies that meet the needs of the numerous stakeholders involved, allowing them to provide a more efficient, coordinated response effort through an open, accessible ICT ecosystem.

Huawei draws on its global Safe City expertise where its solutions are critical to the public safety and protection of over 400 million people in more than 100 cities across 30 countries. Huawei will demonstrate its leadership in safety prevention and response across four key areas, which include social security and unrest, accident disaster, public health and natural disaster.

In line with direct strategic of fire stations performance field assessment, inspection and follow up committee at DFP Annual assessment Launched chaired by Brig. Ahmed Obaid ALSayegh ,Assist. Director for fire safety, escorted by deputy committee chairman Col. Rashid Khalifa ALbuFalasa, Assist. Director for Fire & Rescue began their visits to stations to conduct institutional and individual performance assessment, including officers, warrant officers and the civil employees.

“ Adherence to assessment methods as per excellence and quality standards, reviewing and improving applications on the light of centers and teams performance field assessment is very important. Field and administrative training must be given special priority, since human force efficiency, skills, discipline and initiatives are deemed essential to ensure the plans success, and the way to have institutional and individual sustainable development and fundamental aspect to enhance achievements and improve the performance”ALSayegh confirmed.

Assessment process includes performance and results level of the annual plan implemented in each fire station based on fire and rescue department main annual plan set in 2015 following same year assessment . Assessment program comprises fire stations’ projects and activities in the following areas:

* Administrative development

*Operations results and SOPs implementation level

*Training programs terms and applications

* Measurement indicators results as per the strategic standards

* Display initiatives and projects of each station

* Skills to use Personal equipments and maintain their readiness

*Equipment’s sustainability and readiness level

Director general of Dubai Civil Defence Maj.Gen.Expert Rashid Thani Rashid ALMtrooshi has launched an initiative named” working to make you Happy” which aims to clear all inspections transactions pending in waiting list to be cleared before September end in just two weeks’ time to becomes Zero transactions.

Effective from October first any application submitted for inspecting accomplished building ready for inspection, will be cleared within 24 hours.

General ALMtrooshi Casted light on the initiative’s importance Saying:
Civil Defence is generally responsible for safety and protection of resources, including lives and properties, and also the protection of different sectors of economy and enhancing its growth is one of Civil Defence main operations. Therefore, we are very keen to facilitate our procedures delivered to investors, companies, businessmen, governmental departments as well as the community.

Civil Defence delivered inspection  services  to building contractors, fire alarm companies, fire contractors companies, Décor companies, investors and public sector.  Buildings and establishment are evaluated by inspection teams to ensure safety measures are in place prior to the issuance of completion certificate, gas system completion certificate, building and décor projects licensing.

“Due to rapid development and increasing in the number and size of projects, it was a must to find new ways and steps to meet the needs of this expansion  and in the same time to ensure fire safety Code measures are implemented. According to the two weeks long initiative inspectors are instructed to finish inspecting ready building in 24 hours’ time, from the date application is submitted. By the end of September transactions must be Zero. No urgent charges are applied to accelerate the inspection “

He added.

Safety department and its inspectors teams are instructed by Maj.Gen. ALMatrooshi to double the efforts to complete the inspection procedure in the buildings which is ready to be inspected within the time frame of the launched initiative  ( Working to Make You Happy), by working day and night. As from October first any building inspection application submitted will be conducted in 24 hours only.

Ist. Lt. Taher Hassan Head of Inspection Section explained saying:

Our inspection teams managed, under the initial acceleration campaign, to accomplished 100 transactions during the month of August as compared to 65 ones during July, prior to launching (Making You Happy) initiative.

About 3000 transactions are submitted to licensing and inspection section and in the waiting list for processing, despite some of these buildings are ready for inspection, which requires to be checked more than one time, to ensure safety Code stipulations are implemented.

Maj.Gen. Expert Rashid Thani praised fire response team’s preparedness and readiness in fire stations, in an statement made during his visit to Hamriyah fire station.

He Added:

“our success indicator lies on achieving the customers satisfaction, and that was practically materialized as a result of the excellent performance of fire response teams in all fire stations, including Hamriyah fire station, which makes us obliged to praise your performance, and appreciate your promptness response and thanking you for achieving excellent level of Civil Defence customers satisfaction.

Our department always dedicated to utilize and implement best practices achieved in Civil Defence different areas of specialty, including ( minimization of response time) as per international standards without ignoring local conditions, and according to a clear systematic plan based on latest communications technologies and principles of risks management. Average response time internationally targeted for first responding team is 6 – 8 minutes, in 90% of total accidents. Dubai Civil Defence has achieved average response time ( 4 minutes) in more than 30% of the accidents reported in 2015”. He added.

“ The way General public cooperates with Civil Defence plays significant role in the later performance, particularly determination of response time, right from the moment report is received, to mobility of emergency equipments,till the arrival of emergency teams to accident scene.. and that requires : the person who reports the accident to be clear and concise while delivering the information of accident type/ accident scene location and any other relevant information that help to reach the accident scene fast. Also road users should keep the right lane and make access to accident scene clear to give way for responding vehicles to reach and maneuver easily”. He indicated.

In his comment on Dubai Civil Defence’s  annual report book 2015, Major General Expert Rashid Thani Rashid ALMatrooshi confirmed  institutional performance indicators have showed sustainable performance development is moving at steady pace  towards achieving its strategic goals and objectives.. which also means Civil Defence developmental strategic plans  were successfully implemented during last ten years.

“The average response time for all large, , medium and minor accidents achieved was (9.17) minutes, and the average firefighting time recorded was (17.67) minutes, total number of accidents reported was 416, out of which 91.8% was classified as minor, 4.5%  as medium and 2.6% as large”. Al Matrooshi added.

“While the total number of injuries per 100000 of the population  was estimated at 1.42 injuries, accident rate per 100000 of the population was said to be 10.07 persons, incoming calls to operations room was 100% attended  within the expected time frame , transformation of Civil Defence services was 100% done, total number of trained public per 100000 inhabitants  is 10,465 persons and percentage of jobs emiratization  reached 57.82%.” Al Matrooshi noted.  

“ Regarding Smart  preventive services, 65.774 buildings and establishments have been electronically surveyed  to ensure fire and public safety is maintained, smart fire protection devices were installed in 56.921 buildings and establishments, 44.277 buildings and establishments were connected to electronic central operations room as well. 6,729  different alarm reports including fire alarm, reports of elevators not working and reports of fire sensors failure has been received by central operations room since 2008”. He said.

“In 2015 ,757 evacuation drills were conducted for more than 365.443 persons. About 518.206 persons were benefited from the launched community awareness programs. As a part of these program, more than 265 schools have been visited by  awareness teams to implement Khalifa program for students empowerment, covered 41,548 students.

35,661 smart transactions delivered to customers and 418 support messages forwarded to them” AlMatrooshi added.

The average service delivery time at Customers service center achieved is 4.02 minutes and average waiting time achieved is 6.08 minutes, while  total smart transactions carried out is estimated at 35,661 transactions.

Annual report book  contains scientific analysis of ( Address hotel fire),  including  excerpts of honoring ceremony of fire fighters who participated in battling the blaze by H.H. Sheikh Mohammed Bin Rashid, vice president, prime minister and ruler of Dubai, as well as from H.H. Sheikh Saif Bin  Zayed ALNahyan Deputy Prime Minister and Minister of Interior speech at World Government Summit, in which he evaluated firefighter performance. Factors addressed in the analysis were pre accident circumstances, phases of development, challenges faced by firefighters , rescue and evacuation plan, confined and control the fire in a standard time without serious injuries and other factors helped to achieve this result which made the whole world amazed.  

ALMatrooshi Indicated That:

The strategy of Future Civil Defence (Smart Civil Defence) is based on basic pillars, to bring future into present, by implementing integrated system of best practices.. such as:
• Setting interactive plans, variable responsive approaches, innovative methods, advanced means and latest technologies in order to spread innovation culture and giving way to initiative employees to express their creative ideas in a systematic way.
• Working tirelessly to make people happy.. by delivering useful community awareness services across all the categories in the society and workers at different economic, educational, health and service sectors. Ensure all buildings and establishments are fitted with latest electronic fire safety systems and provided with effective firefighting equipments to reassure protection of lives and properties. Implementing supportive services that meet customers and workers satisfaction.
• To achieve 4 minute response time by 2021 for more than 80% of accidents, as compare to response time achieved in 2015.
• Updating approved standards for the three main operations and supportive services to ensure sustainability of best methodologies already achieved in these fields.
• Enhancement of professional training methods for all candidates in accordance with international training curriculums applied in Emirates Academy for Civil Defence Sciences, through daily training programs and conducting evacuation drills to wider sectors of community.
• Enhancing ties with strategic partners in both public and private sectors.
• Utilization of latest technologies in all fundamental and supportive operations to ensure good quality performance, excellent results and customers and employees satisfaction are achieved.

On behalf of the Maj.Gen.Expert Rashid Thani ALMatrooshi, Director of Dubai Civil Defence, Lt.Col. Expert Hussain Mohammed ALRahumi, member of technical specification advisory committee at Dubai Civil Defence has handed over one copy of both ( Fire Station Standard Operating Criteria Guide) and ( Emirates Guide For Civil Defence’s Vehicles & Equipments Technical Specification) to His Excellency Saeed Mohammed ALtayer, Dubai Water and Electricity Authority Managing Director and Chief Executive Officer, during his visit to DEWA main office, in the presence of Mr. Waleed Suleiman, Deputy Executive Chief of Strategy and Business Development Sector and Mrs. Khawala ALMihairi, Deputy Chief of Marketing & Corporate Communications Sector.

Lt.Col.ALRahumai conveyed, during the meeting, the compliments of Maj.Gen. Expert ALMatrosshi to His Excellency Saeed Mohammed ALtayer, then delivered a brief introduction about the two Guides prepared by national specialized teams of from Dubai Civil Defence.

From his side, Mr. ALtayer expressed his thanks to Maj.Gen. ALMatrooshi, Director General of Dubai Civil Defence, for their exerted efforts and the positive cooperation established with DEWA. Also praised the achievement of the two Guides in accordance to international scientific standards and in a such way that proper decisions can easily be made by planners and executives.

““In line with its full commitment to improve Government working system, and to enhance happiness of community DEWA cooperates with other international, regional and local entities, private and public departments, and in harmony with the directives of H.H. Sheikh Mohammed Bin Rashid ALMaktoum, Vice President and Prime Minister and Ruler of Dubai to embed excellence and innovation method in Governmental departments, besides its own strategy aiming at establishing institutional excellence as per international standards. DEWA and DCD work together in a number of projects and initiatives to raise awareness levels among citizens and residents to implement higher levels of health, safety and security measures.” Said ALtayer.

In the same respect , Maj.Gen.Expert ALMatrooshi confirmed that integrated ties between the services delivered by DCD and DEWA constitutes fundamental pillar for safety strategy in Dubai. Since DEWA provides the buildings with required infrastructure of safe energy , and DCD provides fire and safety required infrastructure, so they are together partners to ensure safety for all.

He added:“ Both Fire Station Standard Operating Criteria Guide and Emirates Guide For Civil Defence’s Vehicles & Equipments Technical Specification ,prepared by our staff addressed the potential needs of our department in one hand for vehicles and equipments, and in the other hand the importance of integration between equipments and well trained and qualified human force, administrate system, creative functional and monitoring missions and inductive working environment.”

Maj.Gen. Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence confirmed, while addressing the eulogy ceremony of valiant firefighter martyr Jassim Essa AlBloushi, attended by Civil Defence officers and directors, during which he named one of Emirates Civil Defence Academy halls after him saying:

Martyr AlBloushi, who died while battling aircraft blaze at Dubai airport on 03/08/16, will remain a symbol of self-sacrifice for others and nation, to become one of the long list of Civil Defence martyrs who sacrificed themselves to protect others’ lives, properties and national wealth during Civil Defence long history.

Maj Gen Al Matrooshi also hailed all previous Civil Defence personnel who have lost their lives in the line of duty, sacrificing their own selves in order to protect and save lives, and preserve public wealth and private property.

"Civil Defence is a profession of difficult tasks and sacrifices, which requires a high degree of courage, responsibility and selflessness. Jassim is one of the brightest examples of this unique role," Al Matrooshi said.

"The highest form of generosity and sacrifice he displayed will make him a role model for the new generation and all successive ones of Civil Defence men, who will get to know these values from the start of their careers, when they enter the Academy," Al Matrooshi noted.

The Civil Defence not only trains and qualifies men in professional life-saving, fire-fighting and other security aspects, but also on the national values of sacrifice and responsibility, discipline and courage, pointed out Al Matrooshi. All types of Civil Defence work are noble humanitarian missions, he said

Maj.Gen. Expert Rashid Thani AL Matrooshi, Director General of Dubai Civil Defence honored the committee which has prepared the technical specifications of vehicles and equipments used by Civil Defence under his direct supervision and follow up.

He praised the role of the committee in required data collection. Information analysis and identification and satisfaction of technical standard needs of Civil Defence related vehicles and equipments.

“the importance of this Guide is derived from its inclusiveness of all fire and rescue equipments, personal protective clothes at accident scene and for being a unique initiative in Middle East and Gulf region. National cadres assigned to prepare the Guide were keen to provide particular technical specifications of each vehicle, equipment or apparatus, in addition to technical performance assessment standards of each and measurement fire and rescue teams competencies for using these equipments”. emphasized ALMatrooshi.

He urged also to update these standards in accordance to latest international inventions in Civil Defence vehicles and equipments technology and industry, implementation of technical and administrative methods to identify functional feasibility of each vehicles or equipment, rigorous commitment to apply maintenance and repair schedules to ensure compliance of each one to operational designing standards. Adding, concerned technical committees should select equipment and apparatus according to the specifications and standards set in the Guide. Courses to train technicians to understand and implement Guide contents is very important. Vehicles and equipments are classified as follows:
