According to a kind gesture from H. H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, many Dubai Civil Defense senior officers have been promoted, including His Excellency Maj. Gen. Rashid Al Matrooshi, who was promoted to the rank of Lt-Gen., Brigadier Jamal Bin Aaded, assistant Director-General for Resources and Supportive Services to the rank of Major General, Col. Suleiman Abdullkarim, Director of Technical Affairs Department to the rank of Brigadier and another (299) officers and Non- Commissioned Officers to the next deserved ranks accordingly. The gesture comes from Sheikh Mohammed in recognition and appreciation of their perseverance and achievements in the field of Lives saving and protection of community members, particularly in Dubai and across UAE.
Lt-Gen. Expert Al Matrooshi expressed his thanks and appreciation to His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai, for this valuable gesture demonstrated to DCD’S officers and Non-Commissioned Officers entails their promotion to the next deserved ranks, and at the same time congratulate the promoted officers and Non- Commissioned officers, urging them to double the efforts and enhancing institutional and professional performance, and show their dedication in serving the society and allegiance to our wise leadership.
He added Dubai Civil Defense continues under the shadow of the ongoing support of the wise leadership to extend its sincere efforts of excellent performance to reach the best levels in achieving global leadership, stressing that” Dubai Civil Defense is working as per the best directives to embedding its vision and achieving its core business goals in maintaining lives and properties protection”.
For His part Maj. Gen. Jamal Bin Aaded, assistant Director-General for Resources and Supportive Services also expresses his thanks and appreciations for the valued confidence of His highness Sheikh Mohammed Bin Rashid Al Maktoum conferred on DCD’S officers, and his continued support and encouragement demonstrated to DCD’S employees, emphasizing it represents prime incentive to arouse their energies for more objective performance to raise the national and entrenching the pillars of its development and progress.
For his part, Brig. Suleiman Abdullkarim, Director of Technical Affairs Department, expresses his thanks and appreciations to His Highness Sheikh Mohammed Bin Rashid for his valued gesture, confirming Dubai Civil Defense works day and night to translate his vision for Dubai future as a modern city that provides the highest levels of safety and security to both residents and visitors, by raising DCD’S squad’s readiness.
His Excellency Maj. Gen. Expert Rashid Thani Al Matrooshi, Director General of Dubai Civil Defense, has chaired a meeting convened to identify and discuss the strategic priorities of Dubai Civil Defense for 2022 to ensure the achievement of strategic indicators and contribute to their international competitiveness.
Al Matrooshi emphasized that discussing strategic priorities 2022 comes in line with sincere dedication to take part in the race towards the future, achieving certain accomplishments, which help in maintaining the sustainability of UAE’S position in the international competitiveness indicators, also to contribute to the nation’s economic growth, and meeting national priorities of the country.
He also indicated that Dubai Civil Defense takes into consideration all global variations and updates, which assures keeping pace and implementing futuristic ambitious objectives of 2022 strategies and plans.
The convened meeting was attended by Excellency Brig. Jamal Bin Aaded Al Muheiri, assistant Director-General for Resources and Supportive Services, Excellency Brig. Rashid Khalifah Al Falasi, Assistant Director-General for Smart Services, Excellency Brig. In the presence of His Excellency Brig. Jamal Bin Aaded ALMuhairi, Dubai Civil Defense Assistant Director-General for Resources and Supportive Services, Department of Civil Protection (Public Health Section) has organized in association with the Ministry of Health and Prevention, an initiative for 3 days long blood donation themed (Faazatkum Bedmikum), which literally means you support with your blood.
He (Bin Aaded) emphasized that this initiative reflects one of the main DCD’S humanitarian and community initiatives, which are organized based on their importance and effective impact on people's normal life, and to enhance the values of giving to others and how to make them feel happy and satisfied.
He also indicated the importance of the initiative in maintaining lives, through blood donation, adding huge categories in different hospitals that benefited from this initiative.
Brig. Jamal advised fire and rescue men and all DCD employees who could not donate today, to rush to Nad Alshiba fire station on Sunday 4/7/2021 or Barsha fire station on 6/7/2021.
Bin Aaded also hailed cooperation between Dubai Civil Defense and the Ministry of Health and prevention in various health and awareness fields to enhance community sectors' health and safety.
Maj. Gen. Expert Rashid Al-Matrooshi: Welcomes the new generations of UAE applying as firefighters
His Excellency Maj. Gen. Rashid Thani Al Matrooshi, Director General of the DCD, welcomed the UAE Nationals who applied for the position of a firefighter while Checking the application procedures through the smart platform for employment in DCD building.
His Excellency assured that the profession of firefighting and rescue is one of the most important humanitarian professions at all, through which firefighters play great roles in protecting lives and properties, noting that firefighters perform their heroic tasks around the clock, in order to provide security, safety and protection for the community, adding that firefighters are subject to Multiple stages of training and psychological and physical preparation, starting from the basic training stage until they reach the level required to deal with fire accidents and the tasks assigned to them, whether it is firefighting or rescue, efficiently and professionally.
From his side, Brig. Gen. Jamal bin Aded Al Muhairi, Assistant Director General of Resources and Support Services, pointed out that the civil defense smart recruitment platform works to enhance and participate in national human resources in all jobs, achieve career aspirations for Emirati competencies, and qualify and train them to contribute to the sustainable development of the country.
He added that DCD is working effectively to implement government directives and achieve the best Emiratisation indicators, and its progress in accordance with the mechanisms and plans established in all jobs, in order to achieve the aspirations and directions of our wise leadership in this regard.
His Excellency Aref Al Muhairi, Executive Director of the Dubai Statistics Center, received His Excellency Brig. Rashid Khalifah Al Falasi, Assistant Director-General for Smart Services, in the framework of activating the strategic partnership between the two sides, which includes cooperation initiatives in the field of smart services, scientific research, strategy, performance, innovation, programming and competitiveness, and reviewing the work system Dubai government institutions and departments in specialized fields, and the most important programs and initiatives aimed at consolidating an advanced government model that keeps pace with modern global developments.
Brig. Rashid Al Falasi assured that the visit reflects the work of the committees and technical teams formed to enhance strategic cooperation and support the development of the two institutions in a tangible way.
His Excellency valued the joint cooperation whereby the Civil Defense benefited from the distinguished global applications and systems of the Dubai Statistics Center, which correspond to the nature of the work of the Civil Defense, and its employment in a way that supports all services provided to employees and customers.
His Excellency Aref Al Muhairi said that the Dubai Statistics Center has several partnership and initiatives with the DCD, praising the great and tangible interest of the leadership of the DCD in statistics and data, and in carrying out planning and decision-making based on the scientific foundations based on those data, Assuring that all The technical capabilities of the center and its institutional experiences are harnessed to support and serve our partners and that the center also does not hesitate to benefit from any experiences or expertise of its partners, which would develop services and institutional work.

His Excellency Maj. Gen. Rashid Thani Al Matrooshi, Director General of the DCD, honored the first place candidates for the HH Minister of Interior Award in its sixth session 2021, at the stage of the Director-General, in a ceremony organized with all precautionary measures taken, at the Emirates Civil Defense Academy In the presence of His Excellency Brig. Gen. Rashid Khalifah Al Falasi, Assistant Director-General for Smart Services, Brigadier General Expert Ali Hasan Al Mutawaa, Assistant Director-General for Fire and Rescue Affairs, Colonel Jumaa Al Basata, Director of the Emirates Civil Defense Academy, Colonel Expert Ahmed Kamidesh, Director of the Emirates Martyrs Fire Station, and directors of Fire Stations and departments.
Captain Talal Issa Al Ali won first place in the supervisory category, and First Lt. Eissa Ahmed Al-Mutawaa came first in the young officer's category, while First Lt. Rashid Matar bin Ghadeer won first place in the Innovator category, and First Master Sergeant Abdullah Al Hammadi came in first place in the field category for the class. Officers, individuals, and civilians, while Master Sergeant Mohammed Khalifah Al Falasi won first place for the specialized category for the non-commissioned officers, individuals, and civilians, and First Sergeant Ahmed Khaled Al-Tamimi came in the first place for the future jobs category. In the category of customer happiness, Sergeant Youssef Hussein Al Balushi won first place. For the non-commissioned officers, Corporal Khalifah Al Suwaidi won first place for the Youth Category, while Huwaidah Saeed bin Touq and 1st Sergeant Salem Ahmed Al Kindi participated in the first place in the government communication category.
His Excellency the Director-General assured that the Civil Defense focuses on adopting a sustainable approach in enhancing competitiveness and in implementing strategies for future foresight and innovation in specialized fields according to the indicators of the General-Command of Civil Defense and the strategies of the Ministry of Interior, and encouraging staff to work accordingly, which enhances indicators of professional competence and job excellence.
He added that previous experiences proved the success of the civil defense's wide participation in the HH the Minister of Interior Award, as it won awards for innovation, excellence, and honorable performance in all award stages, reflecting the DCD ambition to be the primary goal of participation, and we wish success to all candidates in the remaining stages, of the current version of the award.
Mrs. Afaf Jassim Al Muhairi, Director of Strategy and Future Department, praised the great support provided by the Director-General to the candidates and his constant motivation to achieve the best results. She also praised the efforts of the candidates and the appreciated role of the committees and work teams that contributed significantly to explaining the basic requirements, holding workshops, and the success of the first phase of the award, hoping that the work will continue with the same enthusiasm and determination to reach the expected results.

In line with DCD’S Cooperation with Other Governments Entities to Deliver Technical & Technological Support to Services Provider Vehicles to Achieve Strategic Goals
Col. Suleiman Abdulkarim Al Bloushi, Director of Technical Affairs Department, has handed over (Research and Rescue Vehicle) to Sharjah Police GHQ after it was outfitted at Dubai Civil Defense workshop to carry out tasked research and rescue operations. Handing over ceremony was done in the presence of Lt. Col. Faisal Al Dokhie, Director of Research and Rescue Branch at Sharjah Police.
About relevant technical details, Col Al Bloushi emphasized that modifications required in operational, transmission, and speed systems were carried out by teamwork, to overcome obstacles associated with hilly mountains and off roads, adding it also featuring efficiency and flexibility to carry out different research and rescue missions, and ability to perform specialized missions like rescuing people exposed to incidents in valleys, desert bumpy areas.
The vehicle was equipped also with sophisticated night lighting, a specialized crane, and all other rescue equipment.
General Directorate of Dubai Civil Defense marked the anniversary of Labor World Day that falls on May 1 of every year, recognizing their huge efforts rendered, being a major segment in the society, which has contributed to building and development’s march. While marking this occasion, the department of government and communication has provided outdoor and construction laborers with umbrellas to protect them from sun heat.
Maj. Gen. Expert Al Matrooshi, Director General of Dubai Civil Defense emphasized that marking labor World Day event comes to embedding the principles of working value respect and awareness about genuine humanitarian values, and the method laid down by the late Sheikh Zayed Bin Sultan Al Nahyan (God rest his soul) and was enhanced by our wise leadership.
He (Al Matrooshi) indicated that Dubai Civil Defense celebrates this event every year, reflecting its sincere appreciation for the huge role the labor sector plays and its efforts in the growth and development process witnessed over past years.

His Excellency Maj. Gen. Expert Rashid Thani Rashid Al Matrooshi, Director General of Dubai Civil Defense has honored feasible suggestions proposers of 2020, who have contributed in raising the most innovative and creative suggestions during the last year according to prescribed indicators, and have also produced excellent work models and projects that support developmental operations of DCD’S main and supportive operations.
Honoring ceremony took place during the event organized by the higher committee of Suggestions and Complains, themed “Be Innovative to become unique” at Emirates Academy for Civil Defense, in which all the precautionary measures and social distancing were stringently observed.
The event was held in the presence of H. E. Brig. Rashid Khalifa Al Falasi, Assist. Director-General for Smart Services, chairperson of the higher committee of Suggestions and Complaints, Excellency Brig. Expert Ali Hassan Al Mutawa, Assist. Director-General for Fire and rescue Affairs and dignified officers the directors of fire stations and departments.
Marine Fire and Rescue Station was ranked first in the category of (Best 3 stations in suggestions proposing), which focused on improving and implementing the work in an excellent manner, while second place was occupied by Jebel Ali fire station, followed by Rashidiah fire station in the third place.
Col. Suleiman Abdulla rim Al Bloushi (Director of Technical Affairs Department), comes first in the category of best directors who support innovation, followed Major Khalfan Bin Dismal ( Director of Marine Fire and Rescue Center), who placed in the second place, while Lady Afaf Jassim Al Muheiri (Director of Strategy and Future Department) occupied the third place in the same category.
Fire Stations Affairs department was ranked top in the category of the Best department of suggestions proposing, followed by Human Resources department which comes second, while Technical Affairs Department was branded as third.
Lt. Khalid Reda Al Khatib was placed in the first place amongst innovative suggestions proposers for 2020, while 1st. Corporal Ahmed Mahmoud Al Hammadi was placed second, while Lt shared third place. Turky Saeed Fazari and Lady Huwaida Saeed Bin Touq.
Honoring includes also employees, who proposed more innovative suggestions, the best team supporting suggestions system led by Mr. Hisham Alhaj and Mr. Kashif Mooen, best coordinators category, which includes Abdullah Alhaj from Fire and Rescue department, Warrant Officer Ahmed Al Hosani from the Operations department, and finally Mr. Mohammed Jamal from IT department.
Al Matrooshi confirmed that DCD march relentlessly to implement future reshaping and artificial intelligence strategies, encouraging innovative and creative thinking culture amongst the employees, as it deemed necessary for improving institutional performance level and quality of delivered services in accordance to highest international standards to achieve customer’s happiness and satisfaction.
He indicated that the suggestion system is considered one of the main pillars of improving DCD’s services, it also bolstering the interaction between the staff and giving them the opportunities to raise ideas and suggestions for more study and consideration by the departments to employ their outcomes in the development process.
Dubai Civil Defense Director General H.E. Maj. Gen. Expert Rashid Thani Rashid Al Matrooshi has inaugurated ALTAWADI Medical Center (AMC), in the headquarters building within the framework plan set to provide high quality integrated package of medical, health care, preventive and treatment services to frontline heroes and all the employees.
The opening ceremony was convened in the presence of Mr. Marwan Al haj Nasser, CEO, and MD of ALTADAWI Health Care Group, Excellency Brig. Jamal Bin Aaded Al Muheiri, Assist. Director-General for Resources and Support Services, Excellency Brig. Rashid Khalifa Al Falasi, Assist. Director-General for Smart Services, Excellency Brig. Expert Ali Hassan Al Mutawaa, Assist. Director-General for Fire and Rescue Affairs and Dr. Haider Al Zubaidi Medical Director of the Group.
The inauguration comes as part of cooperation accord inked between Dubai Civil Defense and ALTADAWI Medical Group, according to which the group will provide DCD’S employees and their families with the required medical services, other services covered under medical insurance and organizes medical lectures, and workshops aiming at dissemination of medical awareness and culture.
Al Matrooshi emphasized that this move signifies the success of integrated services DCD delivering to its staff, and inaugurated medical center will help to bolster their health and safety, in a way that matches with health care international standards, and integrate with the targets of Government health strategies for creating a safe and healthy environment, confirming a medical partnership with ALTAWADI Medical Group will support our strategies and trends aiming to ensure the sustainability of the positive and happy working environment.
For his part, Mr. Marwan has indicated that the newly opened center is the outcome of the fruitful cooperation with Dubai Civil Defense, noting that the new center is outfitted with highly sophisticated specialized medical equipment and instruments, such as dentistry, dermatology, and physiotherapy clinics. Other services provided include medical consultations; chronic diseases follow-up, COVID 19 test, vaccination, and a resident GP doctor.
Medical services in the center will be delivered five days a week from Sunday to Thursday, according to the latest standards approved by the Ministry of Health and Prevention and Dubai Health Authority.
Rapid Intervention Unit Awarded Best Government Vehicle Prize at Custom Show Exhibition
Dubai Civil Defense crowned its participation at the Custom Show exhibition, the biggest specialized exhibition for modified vehicles and motorbikes, which took place at Dubai International Trade Center (DITC), by winning the best Government Vehicle Award for its Rapid Intervention Unit.
Sheikh Abdullah Bin Hamed Bin Saif Al Sharqi, president of Emirates Body Building and Fitness Federation, visited in the last day of the exhibition Dubai Civil Defense Stand, were reviewed the first of its kind electric powered fire engine in the Middle East region and second worldwide, unveiled by Dubai Civil Defense, and listened to a detailed briefing demonstrated by Major Mohammed Saif Bu Farooshah, Director of General Director’s Office and Major Dr. Ahmed Yousuf Alshenqaiti, Director of Government Communication Department on the specifications and advantages of the newly introduced vehicle and its super speed which exceeds other specialized vehicles by 20%, and high performance by 40%, in addition to its advanced communication systems enabling direct contact with operations room via smart technologies and receiving all reports dispatching from it.
DCD’S Stand witnessed a huge number of visitors encompassing VIPS and other exhibition visitors, since the opening of the exhibition, including H.E. Khalifa Bin Darai, CEO of Dubai Corporation for Ambulance Services who was received during his visit on the first day of the exhibition by Col. Suleiman Abdulkarim Al Bloushi, Director of Technical Affairs Department, who briefed the visitor about operational aspects of the electric vehicle, which include crew cockpit, central locking of cockpit and equipment room, 4 installed Cameras, and foam and water tanks level reading gauges.
Also, H. E. Brig. Dr. Mohammed Bin Nasser Al Razougi, Director of General Department of Transport and Rescue at Dubai Police, viewed fire and rescue motorbike and rapid intervention unit, which operate as per the highest global standards and their high technical ability to face fire incidents and repercussions.
On other respect, DCD continued through the three days long exhibition, in organizing awareness lectures, which comes under the framework of implementing its strategy aiming at spreading awareness, fostering public safety, and embedding preventive culture across the community members, and directing them to abide by DCD’S safety measures. Awareness Lectures included contests and the distribution of trophies among participants from the public.

DCD Unleashes First Electric Fire Engine in the Middle East
In the presence of His Excellency Maj. Gen. Dr. Jassim Mohammed Al Marzouqi, Commander in Chief of Civil Defense – Ministry of Interior, Dubai Civil unleashed Electric Powered Fire Engine (EPFE), first of its kind in the Middle East region and second worldwide, a new invented electric fire-fighting vehicle designed as per the latest technology systems, was showcased during the inauguration of (Custom Show Emirates), taking place at Dubai World Trade Center (DWTC), between 8-10 April, 2021, which is considered the region’s biggest specialized exhibition for modified motorbikes and vehicles.
Gen. Expert Rashid Al Matrooshi, Director General of Dubai Civil Defense has announced that the speed of this electric fire engine is 20% more than the speed of other specialized vehicles and its efficiency in performing main tasks is more by 40%, the vehicle also fitted with LED lighting.
He added, the vehicle featuring also intuitive operation via 17’’ display in crew-cockpit, LCS (Logic Control System) based on CAN-bus technology, which operates via smart (telematics system) and Wi-Fi-Hotspot to communicate with operation room, sophisticated remote working system to dispatch and receive signals, including communication with manufacturer, fully integrated cabin crew cockpit for (6) fire and rescue men, ergonomic environment help to conduct crew meeting to set onsite incident management plans.
Vehicle design includes Rosenbauer NH35 – combined normal and high-pressure pump in light alloy (FPN10-3000 and FPH 40 -250 acc. to EN1028), water tank capacity is 4.000 l, and foam tank capacity is 400.l, foam system Fix Mix 2.0A.
Al Matrooshi indicated that the vehicle has the following additional features; central locking for cabin and equipment rooms, integrated power supply for external devices (230/400v – max18KW), 4 sophisticated cameras, water+ foams tanks levels reading devices, in addition to power charge at fire station charge 80% in 40 minutes, allowing 6-8 continuous working hours.
He indicated that electric operating vehicle will enhance the success of innovative and reshaping projects in achieving DCD’S best response time, and serve its trends to ensure the safety of lives and properties across the emirate of Dubai, being fitted with all necessary enablers encompassing direct permanent contact with operations room, via sophisticated communication technologies, and the effective contact with the manufacturer regarding operational technical issues, in addition to an advance cockpit accommodating (6) fire and rescue men, required meeting to set suitable onsite incident management plans is possible by adjusting crew seats in the cockpit.
“DCD’S new electric fire vehicle comes within the smart system of apparatuses and specialized equipment, as per international highest standards known in the field of fire and safety, in a way that bolsters our responsibilities towards the community and assuring our effective role in protecting lives and properties is carried out in most effectively and efficiently way, to ensure the achievement of happiness and life quality”, He added.
