General Director of Dubai Civil Defense Maj. Gen. Expert Rashid Thani Almatrooshi, has received at Dubai Civil Defense pavilion, located at WETEX 2019exhibition, directors and CEOS of a number of Government entities, private companies and corporations.
Visitors were briefed by Almatrooshi about protection and safety best practices implemented at Emirates Safety Laboratory, and its role in providing smart services and solutions to all sectors, through testing, monitoring and inspection operations ESL tackles.
ALMatrooshi also received top official from local and international companies who were attending the event.
DCD’S pavilion witnessed huge interaction from other visitors who are concern about sustainable energy issue.
Pavilion served as leading spot supporting renewable energy projects and future reshaping issues due to the extra activities and movements demonstrated by Dubai Civil Defense officers in the presence of Brig. Rashid ALBuflasah, assistant director general for smart services, Government Communication department staff and Laboratory in charge persons in explaining to visitors and attending their inquiries.
Maj. Gen. Expert Rashid Almatrooshi, director general of Dubai Civil Defense has presided a meeting set to demonstrate the results of institutional maturity plan 2019 for all sectors, and to review major and sub major performance indicators of institutional maturity, and their role in achieving Dubai Civil Defense main objectives, auditing operational plan 2020 was approved also in the convened meeting.
Convened meeting was attended by Brig. Jamal Bin Aaded , assistant director of resources and support services, Brig. Rashid Khalifah ALBuflasa, assistant director general of smart services, Col. Expert Ali Hassan Almutawaa , assistant director general for fire and rescue affairs and Lady Afaf Jassim AlMuheiri, director of policies and decision support.
Maj. Gen. Expert Rashid Thani Almatrooshi director general of Dubai Civil Defense has reviewed the initiatives raised by Human Resources department to encourage Dubai Civil Defense employees to peruse their post graduates specialized studies, in order to enhance their professional skills and research abilities, prior to improve functional track now and in the future, and to ensure DCD’s strategy set to efficiently and efficiently invest in human resources, and at the same time to embedding its role in development sustainability and National economy growth.
Almatrooshi stressed that all HR initiatives lies under Dubai Civil Defense polices and strategies, set to enable students to acquire new thinking patterns that tolerate changes, in order to keep abreast with developments witness in specialized field, in such a way that our goal to prepare highly qualified and skilled leaders at the different sectors is achieved, empowered to contribute in the process of excellence and global leadership, focusing on the importance of raising sufficient post graduates studies opportunities, to ensure wise leadership trends are in place and at the same time contribute in development sustainability.

His Highness Sheikh Hamadan Bin Rashid ALMaktoum, Deputy Ruler of Dubai, Minister of Finance, President of Dubai Water and Electricity Authority and Patron of “WETEX” exhibition, has reviewed the latest services delivered by Dubai Civil Defense and fire safety best practices and applications based on best international standards, during his short visit paid to Emirates Safety Laboratory pavilion, as part of WETEX exhibition events.
During his inspection visit to ESL pavilion, H.H. Sheikh Hamadan, was dedicated to inspect its special contents, being the first Government laboratory of fire safety in the Middle East region.
He praised ESL’S project, and the services which it delivers, and the real value it adds to Civil Defense country wide.
Sheikh Hamadan was received by his Excellency Maj. Gen. Expert Rashid Thani Almatrooshi, director general of Dubai Civil Defense, who has presented a detailed description about the role Emirates Safety Laboratory plays to provide services and smart solutions of fire safety and protection in different areas, through tests, monitoring and inspections it performs.
Almatrooshi, has stressed on the Laboratory’s importance, as a regional and global specialized center, offers testing and certification services for fire products, approving building systems, helping local, international companies, contractors and consultants to face complicated challenges and other multiple safety negatives, and the necessity of compliance with international safety measures, emphasizing also laboratory will enhance Dubai Civil Defense pioneering advancement worldwide.
He indicated also, establishment of ESL is the outcome of Dubai Civil Defense trends and strategy towards global leadership, in its different services branches and increasing services quality progressively, creating exceptional experience for customers and contributing in developing Dubai Government working system, which applies the vision of H. H. Sheikh Mohammed Bin Rashid ALmaktoum, Vice President, Prime Minister, and Ruler of Dubai, to achieve unexpected results to improve our service quality to reach global leadership.
Almatrooshi added, Safety Laboratory enhances the institutional role of Dubai Civil Defense Department, set to instill and implement best fire safety practices, ensures lives and properties protection sustainability, bolstering our trends to preserve environment and producing new ideas and initiatives which match Dubai strategy for Clean Energy 2050, which aims to convert Dubai into global hub for clean energy and green economy.
He stated also, Emirates Safety Laboratory (ESL) will support these efforts through its technological operations, and by contributing through building materials testing to enhance DCD developmental role and also in creating safe and friendly environment.
Emirates Safety Laboratory boosters capabilities and enablers of national industries, as per global competitiveness quality standards, so if related local products are tested accordingly, will allow them to compete in international market, stated Almatrooshi.
Gen. Almatrooshi had a field tour includes different pavilions of international companies specialized in renewable energy and green technology, discussed areas of potential cooperation with them in line with Dubai Civil Defense trends to sustain using clean and renewable energy.
Within its one month long ongoing breast cancer awareness tour, Dubai Civil Defense pink convoy was arrived in General Authority of Sport, where it was received by H.E. Saeed AbdullGhaffar Hussain, Secretary General of General Authority of Sport. The campaign carried out under the theme “We fight Fire… We Fight cancer”, lies under the DCD”s efforts to contribute in conquering breast cancer, and enhancing awareness among ladies about the importance of early screening and encouraging them to follow a healthy life style.
The Convoy targeted also Zayed University’s students and employees, to explain the importance of early checking, tips for self – testing and introducing preventive measures, as part of its contribution in instilling breast cancer awareness culture.
Dubai Civil Defense will take part in Water Technology, Energy and Environment “Wetex” set to take place between 21-23 October 2019, at Dubai International Center for Exhibition and Conferences, through Emirates Safety Laboratory pavilion , which conducts fire products testing and certification, and helping local and international companies, consultants and contractors to face complicated challenges and other safety drawbacks, and the importance of complying with international safety measures.
ESL pavilion provides a unique opportunity for visitors to review its services rendered, and the latest technologies and equipment applied in the field of work specialty.
Wetex exhibition is deemed to be a global platform for exchanging experiences and expertize, as industry pioneers, exerts, suppliers, contractors and government entities representatives are gathered from all over the world, it also support Emirates Safety Laboratory core business and its sincere efforts support water, energy and environment initiatives, in the light of rapid development seen in renewable energy sector across the globe.
Col. Expert Ali Hassan Almutawaa, assistant director general for fire and rescue, member of ESL board of management, has emphasized that this participation comes in line with UAE drive focusing on renewable energy, and curbing the climate change phenomena, facing environmental challenges. It comes also to bolster joint cooperation with DEWA, as part of our strategies and plans aiming to adopt and employ renewable energy in its different services, exchange experiences and expertize with global specialized companies.
Major General Rashid Thani Al Matrooshi, Director General of Dubai Civil Defense and HE Saeed Mohammed Al Tayer, MD and CEO of DEWA, discussed the integration of smart digital services to promote the transformation of Dubai Government into a Smart, Integrated, Connected and Sustainable City by December 2021.This comes as part of the responsibility both entities have to drive and achieve Dubai's vision and strategy to bring a holistic smart transformation in the emirate. Following the directions of Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE, and ruler of the Emirate of Dubai and aligning with the goals contained in Dubai 2021 Strategy, to achieve the happiness of all people by providing the best and most advanced services to all residents.Both parties reviewed the smart transformative projects used in the two entities, where Major General Al Matrooshi gave a detailed description on the smart surveillance system 24X7, the power of employing accelerators and Artificial Intelligence in their field and the services offered to residents. On the other hand, HE Saeed Mohammed Al Tayer, MD and CEO of DEWA briefed them on the role Moro plays in offering the latest integrated solutions to the public and private sectors by putting in action the advanced smart technologies that provide world-class services to Dubai’s citizens, residents and visitors. And that had showcased the power of innovation and creativity to enhance people’s life, setting Dubai and UAE as an example for placing the happiness and the comfort of their people at the top of their priorities. Basic Photography Course which was organized by Hamadan Bin Mohammed Bin Rashid ALMaktoum, as part of Dubai Government employees training program, aiming at creating talented generation, which was held at EMMAR Boulevard Plaza 2, and attended by Dubai Civil Defense staff, was concluded.
Captain Omer Hamid Almarri, acting director of training and performance development department emphasized that Dubai Civil Defense is dedicated to ensure sustainability of training for its employees at different sections and departments, and held basic photography training course is set to enhance trainees capabilities and skills, and enable them to apply latest photography techniques in depicting the reality and embodying ideas and feeling in most sensitive and creative way.
Excellency Maj. Gen. Expert Rashid Thani Rashid Almatrooshi, director general of Dubai Civil Defense has chaired a meeting set to review the outcomes of Innovation laboratories sessions recently held, and identifying most important futuristic developmental projects which based on international best practices, that support development operations and create innovative solutions to face challenges.

In the presence of Excellency Brig. Jamal Bin Aadid AlMheiri, assistant director general for resources and support services, lectures session of second batch of trainer’s professional diploma, held in association with Sharjah University, was inaugurated. Trainer’s professional diploma aims to provide the participants with necessary knowledge, skills and behaviors required by trainers to conduct and deliver training courses and impart knowledge to others, as per Dubai Civil Defense development plans and strategy.
Diploma sessions inauguration ceremony was attended by Captain Omer Hamid Almarri, acting director of training department and Lady Zainab Alnuaimi. In charge of International License Unit at Ongoing Learning and professional development center of Sharjah University.
Brig. AlMheiri, emphasized that held program contribute in directing and guiding participants to practice their roles in untraditional ways encompassing innovative methods set to enhance development opportunities and achieving Dubai Civil Defense GHQ goals, our thanks and appreciation is extended in advance to Sharjah University for their huge cooperation in the field of training to ensure development sustainability in different areas.
Excellency Maj. Gen. Expert Rashid Almatrooshi, director general of Dubai Civil Defense reviewed “Quality Management System Internal Auditing training course- ISO 9001-2015”, which was organized by GHQ, as part of his leadership role and dedication to follow-up training courses that contribute in improving the qualifications and competencies of employees in different professional aspects in order to promote growth and increase productivity and assured customers satisfaction.
Held training course aims to provide participants with necessary practical training required for performing internal auditing process, knowing and describing internal auditor responsibilities, internal auditing role in preserving and maintaining quality management system, understanding and analyzing ISO standard 9001, and ways to convert requirements into practical reality. Five days long training course was delivered by Dr. Adel Farraj.
Excellency Maj. Gen. Expert Rashid Thani Rashid Almatrooshi, director general of Dubai Civil Defense, received at his office a high ranking delegation from London Metropolitan Police, comprises Andrew Chalmers, Deputy Senior Investigating Officer, and Matt Bonner, Detective Chief Inspector, senior investigator of Grenfell Tower fire.
The purpose of the visit is to learn from Dubai Civil Defense vast experiences in the field of incidents and hazards protection, ways of dealing with high-rise fires, particularly Address Downtown Hotel fire incident took place in 2015, which was handled in a very professional and efficient way by Dubai Civil Defense personnel, reflected in fast response, skilled suppression operations and effective management of the incident scene, as fire squads managed to safely evacuate more than 3000 hotel guests and visitors in a record time, and cardoon the vicinity, as compared to Grenfell tower fire incident that led to 72 victims from different nationalities, in the north of Kensington, west capital city London in 2018.
Both parties carried out benchmark study for Dubai Civil Defense procedures adopted in how to handle fire incidents, focusing on Address hotel fire incident comparing to Grenfell tower fire incident in London, evacuations procedures followed in both fire incidents, preventive procedures, awareness campaigns, evacuation drills, buildings installed fire systems, ways of dealing with old buildings, external cladding systems, and implementation of artificial intelligence in predicting potential risks and vulnerable incidents, as well as fire causes.
Almatrooshi illustrated to the visiting delegation major points stood behind Dubai Civil Defense excellence and its vast accumulated experiences that made it outstanding fire and rescue authority across the region, ranging from implementing advanced force entry tactics to identifying intervention speed and complete readiness to respond to different scenarios, through its various sectors of suppression, evacuation, logistic support required to control the situation and firefighters safety, and they were together the main reasons of the success witnessed in controlling 60 story Address hotel fire and ensuring safety in a record time, managing the crowd and post incident period, which has positively reflected UAE reputation in crisis management and achieved customers satisfaction.
He also pointed to the distinguished seven star Civil Defense fire stations, which hosting motivated working environment for firefighters, established according to futuristic vision and analytical studies.
He also demonstrated ways of enhancing lives and properties protection adopted in Dubai through utilizing latest systems and applications, accelerators and artificial intelligence, and through 24x7 monitoring system which helped to achieve sharp reduction in fire incidents.
High ranking delegation reviewed the systems applied in DVD’s central operations room, which considered as the best of its kind in the region in respect of its sophisticated equipment and apparatuses and the role it plays in handling different incidents in record time, also reviewed UAE fire and safety Code of practices, in addition to DCD other innovative projects and its expansion observed in artificial intelligence and implementation of NANO technology in fire suppression operations as part of wise leadership trend for reshaping the future.

Dubai Civil Defense Continues its raised efforts aiming to enhance breast cancer fighting operations, via awareness activities planned throughout the pinky month of October titled” We fight fire ..We fight cancer”, lies in line with the International breast cancer conquering campaign, which seeks to raise the awareness of women about the importance breast cancer early detection and encouraging them to follow a healthy life style.
Among the stations which pink caravan stop over at was the federal authority of Human resources, where it was received by Mr. Ali Ahali, director of human resources and services department, and Mrs. Hanan Bin Naseif deputy director of Government Communication department. Next leg of the Caravan visit was Department of Economy Dubai, awareness visiting program includes guidance tips about breast cancer disease delivered by Dr. Suha Abdullbagi Tallimah, oncology specialist at Zuleikha hospital, to encourage the ladies to do screening, to early detect and control it, other essential instructions to enhance the patterns of the healthy life.
