Department of Dubai Civil Defence has celebrated, in the presence of the department’s Director General Maj.Gen.Expert Rashid Thani ALMatrooshi, the Flag Day which coincides with the anniversary of President H.H. Sheikh Khalifa Bin Zayed ALnahyan ‘s assumption of office as the leader of the country.

The event began with a recitation of some verses from the Holy Quran, followed by a Maj.Gen. Expert’s speech, in which he stated:

“ Marking the Flag Day makes us feel proud of the remarkable achievements of our total development march under the leadership of H.H. Sheikh Khalifa Bin Zayed ALnayhan, president of the State, that led UAE to occupies higher position among other nations of the world. UAE delivers best human and civilizational models, and became a magnetic hub for investors and developers from across the globe regardless of their nationality, religion, sex or language as well as international creative platform able to accommodate latest technological developments in different fields).

He added:

Celebrating the Flag Day is suitable occasion to entrench the Flag’s proudness culture as it is considered as a symbol for close bold and love for country, an incentive to unleash initiatives and accomplish more achievements following the paths of the founders fathers who dedicated their lives to make UAE which prevails today.

And as H.H. Sheikh Mohammed Bin Rashid says:

“We take the opportunity of celebrating this day to remember the founders who raised the flag for the first time . and also remember their sacrifices which made it raised high for the last four decades, and remember the achievements which made the UAE became one of the leading nations of the world”.

Civil Defense’s Senior officers and a fire team were lined up in front of ALQusais fire station at 12 noon on Tuesday,Nov. 3, to celebrate raising the flag while playing recorded music of national anthem. Flag raising ceremony was attended by Brig. Salem Khalifa ALMugrab Assist director General for Resources & Services Affairs, Col.Gamal Bin Aadid,director of financial affairs department, Col. Rashid Khalifa ALBuflasa, director’s of Director General office, Departments Directors, fire stations directors , military and civil employees. Event includes also in addition to the speeches of allegiance reaffirmations a national odes delivered by school boys.

Best Gov Participant @ Dxb Smart Gov

Dubai Civil Defence Department has been selected as the best governmental body that participated in Dubai smart Government Platform at Gitex 2015. Brig. Salem Khalifa ALMugrab, Assist. Director General for Resources & Services affairs, received the appreciation certificate from H. Excellency Ahmed Bin Humidan, Director General of Dubai Smart Government Department, during DSG’s ceremony held to honor all the governmental departments which took part within its official platform at Gitex in its 35 session held in 2015.

36 Governmental Departments have had displayed their E-services and smart applications and solutions, which became a part of Dubai outlook today, at Dubai Smart Government 3800 M2 Platform. Dubai Smart Government also demonstrated its smart applications and innovative visions for government future services, which was   unleashed for the first time, In the same platform. Dubai Smart Government Director General, Ahmed Bin Humidan has honored also Captain Eng. Majid Bin Hafiz for being awarded the title of “ excellent coordinator” of Government bodies at Gitex 2015 exhibition for seven years in row , 2009 – 2015.

Maj.Gen.Expert Rashid Thani ALMatrooshi,Director General of Dubai Civil Defence has hailed (Mohammed Bin Rashid Smart Majilis initiative), which was launched by H.H. Sheikh Mohammed Bin Rashid. The initiative aims to make the Majilis ever big integrated smart platform in Dubai, consisting of 30 government departments. Smart Majilis hosts brainstorming sessions headed by Sheikh Mohammed and receives the comments, suggestions and ideas from the public round the clock.

He added:

“ The objective of the Smart Maijils’s is to make everyone happy, by allowing them to participate in building the future of Dubai through their contributed ideas and comments. Exchange of ideas and provision of untraditional solutions help to positively responding to challenges in the various fields and sectors. Flowing ideas are magnetized by the Smart Majilis and combine together with investing in best practices using most sophisticated innovation tools to achieve making Dubai the most smarter city worldwide”. “Dubai Civil Defence will be prime partner in spreading and implementing the culture of connecting innovative and developmental ideas with all community members vis its services delivered to citizens, residents, visitors, investors, tourists and visitors without exception.”

DCD Unveil New Smart Service

 


Dubai Civil Defence Introduces Personal Dashboard for all residents and visitors of Dubai Emirate

The Unique Initiative will allows residents & visitors make their daily “city Interactions” more efficient, safe and seamless


Dubai,22 Oct.2015: Dubai Civil Defence Department has launched the personal Dashboard that allows UAE residents and visitors to connect to the Dubai Civil Defence services and import their personal data and view them on a great intuitive interface . This unique way will allow residents and visitors to visualize data and keep them informed and connected.
This statement was made by Maj.Gen.Expert Rashid ALMatrooshi on the sideline  of Gitex  Exhibition 2015.
As Dubai pushes ahead with its quest to become one of the smartest cities in the world, connecting people is the first step towards communication and information. The personal Dashboard initiative will allow citizens, residents and visitors, connecting to their needs making their daily ’city interactions’ more efficient and seamless.


He Confirmed also:
“Dubai smart initiatives are not merely about automation, it is about connecting people to their needs. Dubai Civil Defence cares about the safety and happiness of its citizens, residents and visitors; the personal Dashboard will now enable real time public engagement like never before with necessary information to facilitate their life. This is in extension to Dubai Life Dashboard, which assist Dubai Civil
Defence  and buildings owners in Dubai to monitor city/building live from a single screen.

Governmental  bodies, the private sector and the people are working together to achieve the “Smart Dubai vision”. One of the greatest promises to provide Big and Open Data that match “open data law”, is the ability to create a dashboard which will enable us to measure the life safety condition in real time, this is what we aspire to achieve . A personal dashboard is a step towards achieving the same by collecting and displaying data from public & private reliable sources, and from other expanding social media network. The personal dashboard comprises of key metrics, such as health, family and connectedness, which can help us understand how we are doing as individuals, communities and as a city. It not only enhances the internal community with regards to monitoring of incidents in Dubai, but also demonstrates our communication towards the  residents.” 

Maj.Gen. Expert  further Added:
“The Dubai Civil Defence  personal dashboard is a sophisticated way to digitally track critical information online. It is similar to car dashboard, it keeps all the important information right there, in front of you at your choice, things that you want to monitor and a SOS button to reach out to DCD in case of emergency. The enterprise –class business intelligence delivered through the personal dashboard will also help all government departments, building owners and residents to monitor their buildings health and safety status in real-time.”

“With personal dashboard, the Dubai Civil Defence has joined Dubai government's MyID service, to enable single sign-on for users to access their dashboard. This will give the public smooth access to the personal dashboard wherever they are, thereby contributing effectively to full transformation into smart government and to Dubai becoming the smartest city in the world in implementation of the initiative of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and  Ruler of Dubai, to shift to smart government.”

The personal dashboard adds more power to Dubai Civil Defence’s operations and enhances the organization’s capabilities to capture data for better decision-making and organizational performance. The Dashboard will also enable other Government departments to facilitate innovative services to building owners and occupants in Dubai.

Dubai Civil Defence has been in the forefront of implementing key technologies for the future of the smart city. The Dubai Life Safety Dashboard reflects leadership’s dedication to using technology to make municipal information more open, transparent and accessible. With the Dashboard, leadership is taking a natural next step towards embracing current technological trends in the public sector.

Participating in Gitex annual event is splendid chance for all governments and private organizations to display their smart services and show their roles in complementing the salient features of Dubai as smart city. Hence, Dubai Civil Defence  is participating under the Dubai Smart Government Umbrella.

Department of Dubai Civil Defence applies a package of smart services via mobile phone to deliver its various services to companies & individuals, such services include drawings approval,  hazardous materials, companies approval services, inspection &  licensing services, awareness &  training services, investigation & follow up services etc. in addition to other personal services, which include payment of fines, complains & suggestions, fire investigation reports  and  customers inquiries. Smart services team is assigned to

introduce the main services to other participants and visitors. Dubai Civil Defence Smart services chain comprise the following:  


1)    Smart Inspector Service:
M2M electronic program which safety inspector implements using a smart phone to rapidly inspects the site and immediately provides onsite result without returning to main office.

2)    Smart buildings firefighting systems monitoring service:
Another M2M electronic program which safety inspector implements using smart phone (RIFED) to check installed firefighting systems which each has a chip to display the  Data  to reader when the device is directed towards the system.

3)    Smart buildings reader service:
Another M2M electronic program which safety inspector implements using smart phone device to read all the important information related to building’s safety .
4)    Building Safety Dashboard Service:
Electronic dashboard of safety systems at each building in Dubai enabling decision makers and building owners and government stakeholders to know safety condition in the building, identify roles and responsibilities and timely exchange information in transparent manner.
5)    Home Smart Systems Service:  
24X7 is an electronic system which connect homes with command & control center that enable occupants to immediately report  accident fire or any other safety emergency.
6)    Personal Dashboard:
This service Includes a menu of toolbar for residents to form their personal dashboard: such as (my family),(safety system condition, CCTV condition), ( weather forecast) etc.
7)    360 degree photographing technology:
Used to document Civil Defence activities like inspection, field visit accidents etc.

DCD Opens Services Outlet at GAFZA



As per the directives of Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence to facilitate  accessibility of services delivered to its customers, a new outlet has been opened at Jebal Ali Free Zone area. Established services center assigned to deliver services to all GAFZA and other companies in same proximity. Services delivered include Smart Service 24x7,Contract attestation, Certificates attestation, Trasol and issuance of PRO cards. GAFZA’s new branch which is located at Business center - building 14, is the first DCD’ office opened  outside its HQ building. Working hours from 7:30 – 3:30  , Sunday to Thursday. Customer service free hot line is 800997. DCD urged customers to make sure that required documents are submitted to ensure swift service delivery. Worth mentioning, the total number of e.transactions been performed by Customers service at DCD’s HQ during the period between 1/1 – 30/6 2015 is estimated at 22,974.

DCD's DG Honors Drive Safe Campaign



Maj.Gen. Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence has honored Hatta fire station personnel  who participated in Drive Safe Campaign, conducted by Department of Civil protection in association with Department of Borders Ports – Hatta Port at General Department of Residency & Foreigners Affairs at UAE and the Sultanate of Oman Land Border exit. Honoring ceremony was attended by  Brig. Salem Khalifa ALMugrab, Assist Director General for Supplies &Services Affairs and Col. Rashid ALBuflasah Director of General Director’s Office.

In his delivered speech Maj.Gen. Expert praised Hatta fire station for its excellent  awareness and preventive activity which helped to reduce the number of fire accidents within area of jurisdiction, and also hailed the efforts of Civil Protection Department in planning & executing campaign various stages.

Regarding the Nature of the Campaign, Director of Civil Protection Department Mrs. Amina Yaqoub said:
Drive Safe campaign conducted at land borders ports comes in line with other integrated activities which aiming at spreading awareness programs, and comprising  training & educating drivers from different public sectors such as (Hatta Public Transport-69 drivers), (RTA 150drivers), (1500 different drivers during Gulf Traffic Week), (Emirates Transportation-19 drivers), (Dubai Police – Transport Security Department- 32 drivers), (Masfoot Transport – 100 drivers), ( Dubai Taxi- 60 drivers) and ( 250 drivers of Emirates Transport). Preparations to conduct the Second stage of Drive Safe campaign is underway  firstly in collaboration with Dubai Customs to cover means of transportation at Sea, and secondly with ENOC to cover Petrol stations and  also to observe safety of Schools buses in both private & public educational institutions.

Trainees received information on sources of risks in cars and how to avoid, necessity to have manual fire extinguisher in the car and how to use , How to handle cars fires, necessity of performing periodical maintenance and using genuine spare parts to avoid fire accidents.

In line with the direct field assessment strategy of fire stations performance, inspection & follow up committee at Dubai Civil Defence GHQ headed by Brig. Ahmed Obaid ALsayegh Assit. Director for Fire & Rescue began its visits to the various fire stations to assess corporate and individual performance of officers, individuals  and civil employees. 

During the inspection missions Brig. ALsayegh cast light on:

full commitment to implementing  assessment methods in accordance with quality standards is a top priority for us. Based on field assessment applications will be  reviewed for further improvement. Special considerations must be given to field and administrative training as efficiency of and discipline of the working forces is deemed essential to ensure plans success and sustainable development of corporate & individual performance  are achieved,  achievements and improvement opportunities is enhanced  
assessment includes performance level and implementation results of each fire station’s annual plan  based on fire & Rescue department predetermined annual plan and on the light of stations performance results 2014.

Assessment program includes fire stations projects and activities in the following fields:  
*Administrative development
* Health and occupational safety commitment  
*Operations results and implementation level of SOPs
*Training programs applications
*Results of performance indicators by strategical standards
*Skills of using Personal Equipments and how to maintain
*Commitment to Equipments maintenance & readiness levels.

Assessment committee includes Col. Abdullah Saif ALShamsi, Director of Services & Provision department, Col Jamal Bin A’adid , Director of Financial Affairs department, Lt.Col. expert  Rashid Hussain ALsumaitti, Director of Fire stations department, Lt.Col.exper Ali Hassan Almutawa, Director of Operations department, Lt.Col. Suleiman Abdullkarim, Director of Technical Affairs, Major AbdulRahman Mohammed, Acting Director of HR department, Captain Abdullah Bin Dismal member of technical specifications committee and Mrs. Afaf Jassim Director of Strategy Department.  

Three fire stations ( ALBarsha/ALQuoz/ALManara)  have been inspected so far. Inspection will continue till 01/10/2015 to include the remaining 13 fire stations.

Director General of Dubai Civil Defence Maj. Gen. Expert Rashid Thani Rashid ALMatrooshi ,today has inaugurated the 6TH Middle East Fire Safe Conference at Dubai Grand Sheraton, in the presence of UAE Civil Defence Commander in Chief Maj.Gen. Jassim Mahammad AlMarzouqi, GCC Civil Defence Representatives, public safety experts and fire companies representatives.

Civil Defence Authorities in the Middle East play a notable role in promoting and implementing fire safety in the region. The Dubai Civil Defence has initiated some remarkable projects like the launch of Smart Homes that enables residents to report any accident at home directly to the Civil Defence operations room. The Civil Defence department is working tirelessly to meet the government’s safety strategy for 2021.

Supported by the Directorate General of Civil Defence - Dubai, the 6th Annual Middle East FireSafe Conference is taking place between the 14 - 16 September 2015 and has been planned in accordance with the vision of the DCD. The 6th edition witnesses the Inaugural Key Note Address by Major General Expert Rashid Thani, AlMatroushi FIFireE General Director of Directorate Civil Defence Dubai.

With the theme "Fundamentals of Fire Safe", day one of the conference today features a keynote from 1st Lieutenant, Taher Al Taher addressing the audience on fire safety harmonisation in UAE. The topic discusses various ideologies like redefining fire safety goals in the region and the need for uniformity in safety regulations and codes for fire protection. Day two will see Terry Johnson, Senior Fire Safety Advisor also from the DCD present a case study on real time incident response at the “Dubai Marina Torch Tower Fire" which dominated the news cycle earlier this year.  


Other than a regional outlook, delegates are hearing from international experts. Tim Cut bill of the London Fire Brigade, is presenting a case study on managing risks in a dynamic capital city like London and Dr. Azmi Adam, President of IFE, UK, Singapore Chapter who presents the Singapore experience on key fire safety regulation schemes that are implemented in Singapore and how such schemes have brought about a high standard of fire safety in the South-East Asian country.

A key element of fire safety within the global framework is about codes and standardisation that are being introduced by global regulatory bodies. One such leading trade body and a key Fire Advocacy leader, NFPA representative Drew Azzara has been a stronghold supporter of the  Firesafe series. Azzara is addressing the attendees about Fire & Life Safety Code Trends in the Middle East and the parameters for existing industrial codes. Another address later today is to highlight the recently updated NFPA 1600 - Establishing Integrated Crisis Management & Business Continuity System by the Head of Crisis Management & Business Continuity at RasGas Company Limited. Other supporters include SFPE, IFE (Singapore Chapter), FCIA and IWMA.

The conference also features two key panel sessions, one of which is a roundtable looking into the role of stakeholders and their commitment to fire safety covering government, regulatory bodies and industry panelists. Other eminent speakers who are addressing the forum represent ENOC, British Standards Institute for Building Construction, Saudi Aramco, Dubai Airports, Qatar Petroleum, ARUP, EMAAR Malls, Roads Transport Authority and Chevron Shipping amongst many other.

This year, the event sees support from many international leading solution and services providers. These include TornaTech, Koffel Associates, Thomas Bell-Wright International Consultants, Central Ventilation Systems (CVS), Knauf, Promat, Volkan, YOKOI MFG, KATMERCILER, The University of Central Lancashire (UCLan) and Tenable Fire Engineering Consultancy.
