Acting Director of Government Communication Department Captain Dr. Ahmed ALShingite received at his office Mr. Khalid Hussain Abdullah, Head of Home Care section at Community Development Authority and Miss Fatima Aatiq ALSaboosi, senior executive at CDA. Convened meeting aiming at discussing ways of joint cooperation between the two entities in the field of serving senior citizens and ensuring their safety, which include implantation of HASUNTUK scheme, for connecting senior citizens home with fire alarm systems, and also conducting training session to train the helpers who assist senior citizen at their homes. Lt. Jaber AlAhababi, head of Partnership section and Miss Aafra ALkatubi head of community service section were attending the meeting.
His Excellency Maj. Gen. Rashid Thani Almatrooshi, director general of Dubai, reviewed the latest updates of Dubai Government Excellence Program 2019, which comes as a part of developing a new institutional identification for the program, that keeps abreast with modernization and development and go hand by hand with the dynamic of change, where it includes challenges, solutions and development objectives and Dubai ambitions to instill its leading role in Governmental performance role, and upgrading all other entities to unprecedented global pioneering levels, focusing more on the impact and results achieving as well as ongoing improvement, also adopting an incentive system for government sector to take the lead, cancelled and institutional excellence categories 2020, such as Elite Award “ entities scored more than 600 marks” and the Pioneering Government entity “ which scores more than 600 marks at excellence level, and the best innovative entity”.
Review session was attended by Brig. Jamal Bin Aaidid AlMheiri, assistant director general of Resources and support services, Brig. Rashid Khalifah AL Buflasah, assistant director of Smart Services, Col Expert Ali Hassan Almutawaa, assistant director of Fire and Rescue and Lady Afaf Jassim AlMheiri, Director of Strategy and Future Department.
The pink Dubai Civil Defense fire engine, which touring to spread awareness about breast cancer fighting campaign, has attracted the attention of tourists and public general who were available at La mere beach at Jumeirah area. A campaign themed “ We fight fire we fight cancer”, which launched in line with the efforts set to enhance cancer fighting , synchronized with the international campaign to conquer breast cancer held during October every year.
Conducted campaign includes entertainment events and activities programmed for ladies, awareness tips about the disease aiming at encouraging self-checking, being one of the ways to early detection and soon cure, and to entrench the community knowledge about its symptoms, prevention and cure mechanism, also urging ladies to periodically visiting the doctor, considering diet nature and practicing sport exercises.
An official delegation from Abu Dhabi Police GQH led by Brig. Mohammed Suhail AL Rashidi, director of criminal security sector escorted by Brig. Suhail ALkaiili, Director of Central Operations sector, has visited Dubai Civil Defense pavilion located within Dubai Government Platform at GITEX exhibition 2019.
The visiting delegation witnessed electronic and smart services system, and the march of the huge change seen in the services, and how it keeps abreast with sophisticated global Technology, communication and information, revealed positively on customer happiness and the quality of services delivered to them.
Excellency Maj. Gen. Abdullah Almarri, Commander in Chief of Dubai Police reviewed, during his visit to Dubai Civil Defense stand at 39th GITEX exhibition 2019, Dubai Civil Defense Smart Services, its plans to employ accelerators and artificial intelligence in area of specialty, and in others transactions set to ensure customers happiness.
Almarri highly praised the efforts exerted by DCD’s organizers and their active role in making the exhibition a successful one, which in line with wise leadership plans and strategies towards reshaping the future, and keeping abreast with latest IT technology, completing electronic services transformation into smart services, which ultimately places UAE at the top of international indicators and occupies the first place.
An initiative themed “Hayakum” which means welcome was launched by Dubai Civil Defense Department General, as one of Human Resources department initiatives normally unleash to motivate the energy of new recruits, to enable them to start their tasks assigned with full understanding and happy spirit, it also reflect attention it gives to the new comers in different departments and sections, and to support its strategic plans seeking to increase productivity and improving functional satisfaction levels.
Said Initiative first event, set to address firefighters batch who passed 44 basic training course , includes introductory demonstration about Human Resources department and the integrated working system applied, to allow them having as a clear vision, and strong background on functional and professional track, and ongoing training programs and occupational development, it also includes instilling Civil Defense working values, including justice, integrity, loyalty, team work spirit and community responsibility, and focusing on making the new firefighters aware of DCD’s strategic goals including complete readiness to respond to crisis and disasters, taking the lead in fire and rescue operations and ongoing performance improvement. The program was interrupted also by some exercises aiming to teach them work team, method and instill leadership and initiation spirit.
Legal aspect of the initiative focusses on spreading legal culture among new recruits, to be aware about HR regulations, rights and duties, especially law (6) of 2012, pertaining Dubai Government local military personnel law, functional Behavior principles, personal responsibility and relations between the recruits.
Department of Fire Stations participated also in Hayakum initiative, by delivering a lecture on Fire and rescue sector organizational structure, as well as fire station organizational structure, to enable new recruits carrying out their tasks in the most appropriate way, besides explaining the principles of functional behavior, detailed missions, duty shifts and weekly inspections and SOPs. Other issues discussed include DCD’s message, improving life quality of UAE society through providing smart fire and safety services to protect lives and properties.
Director of Training department emphasized that Hayakum initiative aiming at welcoming the new recruits, whom we are keen to make aware about tasks and roles they should tackle, saying introductory program includes directive training and awarding employee Guide, which contains briefing about DCD’s vision, mission, objectives and its organizational structure and HR procedures. Our department work as per Headquarter polices and trends to merge new teams with other different teams, and creating production motivated working environment in departments and sections.

Almatrooshi gave the two guests a comprehensive brief about the phases of converting DCD’s services from electronic to smart ones, and how accelerators and artificial intelligence were utilized in DCD’s specialty field to entrench the wise leadership trends for reshaping the future.
He also confirmed that Dubai Civil Defense employs all its capabilities to keep abreast with global technological development to booster its services delivered to customers.
Director of Technical Affairs Department Col. Sulaiman Abdull Karim AlBloushi has delivered graduation certificates to the participants of the special training course “Fire Engine Modern Maintenance and Troubleshooting Training Course”, which was organized by DCD in association with Rosen Bauer Company, in the presence of Mr. Emanuel Forsook, director of services sector at Rosen Bauaer.
Conducted course comes in line with the DCD’s policies to achieve its strategic future goals, aiming at improving efficiency and performance of different specialty fields.
Col. AlBloushi confirmed that the course comes to enhance workshop labors professionalism, and raising equipment and engines readiness by doing regular maintenance, noting staff ongoing training help to improve development sustainability and increase productivity.
In the presence of Excellency Maj. Gen. Expert Rashid Thani Almatrooshi, director general of Dubai Civil Defense, DCD has concluded its project named “Together towards Leadership”, sessions. Smart services Sector as well as Safety & Protection sector session held under this project was chaired by Almatrooshi, in the presence of Brig. Rashid Khalifa ALBuflasah, assistant director general for Smart Services and Lady Afaf Jassim AlMheiri, director of Strategy and Future department, in which both sectors reality were analyzed based on practical experiences and challenges they faced were identified. Solutions to rectify the situations, positive and innovative ideas were raised and discussed.
AlMatrooshi addressed the audience stressing on the leading role they should play, based on Dubai pioneering role in different arenas, which enabled Dubai Civil Defense to develop integrated system derived from international best practices in studying and approving innovative ideas, implementing to achieve positive tangible results, while reshaping the future.
He added, Dubai Civil Defense is part of other entities seeking to translate the ambition of wise leadership into reality, and strong supporter of innovative ideas and initiatives as per scheduled timeframe ending by 2019.
AlMatrooshi indicated that it is time to reorganize the past and analysis the reality of different sectors, preparing and setting development scope that comes in line with Government directives , committed to transparency in our performance, mission and polices, and activities across various administrative levels, in order to support development operations and create challenge facing innovative solutions.
Almatrooshi emphasized that all sectors work in harmony to achieve DCD’s strategy and polices of delivering best services to the customers and ensure their happiness.
He urged, all initiatives must be documented to achieve anticipated development, human resources along other development aspects including technologies and materials must be provided also.
He also urged service providers to provide customers with the best services, which they expect when availing by themselves to get services from other government departments.
Transaction simplification, professionalism, staff training sustainability along with commitment are deemed necessary to improve performance and efficiency in order to achieve strategic goals, Concluded Almatrooshi.

Dubai Civil Defense pink mobile Caravan for Breast Cancer early detection awareness drive, launched in October First , under the patronage of H.E. Maj. Gen. Expert Rashid Almatrooshi, director general of Dubai Civil Defense , themed” We Fight Fire We Fight Cancer” , lies under DCD’s community responsibilities, and part of the international activities started in the month of October, has arrived in its targeted destinations in some of shopping malls and tourist destinations in emirate of Dubai, chosen to spread the awareness about Breast Cancer early detection.
Vital destinations targeted by Public Health section staff- Civil Protection department, in Down Town area include Dubai Mall, Opera, Boulevard, Dubai Design area, Dubai Creek area, for spreading awareness and conduct medical checking required. Awareness team managed to reach out the targeted sectors and successfully conveyed the message among them.
The awareness pink caravan mission will continue till the end of the month, in spreading the outreach to cover residential areas, government entities and other vital areas, to contribute in entrenching the culture of Breast Cancer early checking avoid the disease.
Maj. Gen. Expert Rashid Almatrooshi ,director general of Dubai Civil Defense reviewed, at the innovation laboratory session, held as part of the scheme themed ”To gather towards Leadership”, the analysis of resources and support services sector reality challenges the sector faces, based on practices, applications and practical experiences, and discussing the appropriate solutions which will help in improving work efficiency in all sector’s departments and raising the necessary positive initiatives and development ideas.
The session is held in line with Headquarters strategic plans to inspire the international leadership, creating motivated positive environment, involving others in decision making process.
Innovative Laboratory session was attended by Brig. Jamal Bin Aadid AlMheiri, assistant director general for resources and support services, sections and department’s officer’s directors, lady Afaf Jassim ALmuheiri, director of Strategy and future department.
Almatrooshi confirmed that initiatives and suggestions should include ideas driven out of the box to ensure excellent final outcomes and results, also announced DCD’s trend towards 100% digital transactions by 2020, which comes in line with “Dubai Paperless Strategy” initiative, launched according to the directives of H. H. Sheikh Hamadan Bin Mohammed Bin Rashid ALMaktoum, Dubai Crown Prince, to make 2021 deadline for abolishing paper transaction by Dubai Government.
Almatrooshi also discussed the first axis which relates to customers transactions, right from submission step, identifying the responsibility of each concerned department, contact channels between customers and DCD, reducing procedures to ensure accuracy, promptness and quality.
Efficient and self- monitoring administration is the second axis discussed by Director General also. He focused in the principle of power authorization from seniors to juniors by 20 % - 80% to raise the standard of services delivered to public general.
Almatrooshi noted that all DCD’s sectors will remain standby to support fire and rescue teams and create the motivated and creative working environment that will have positive impact on raising happiness and satisfaction indicators among them, and encourage them to preserve lives and protect properties.
General Rashid also emphasized that DCD is committed to the directives of the wise leadership to ensure customers happiness, entrench its concepts across customer’s happiness centers, which have become part of our centers culture and pattern.
For his part Brig. Jamal confirmed that different departments of the sector are working according to rigorous strategy and methodology aiming to implement the initiatives and development ideas as per wise leadership directives, to deliver best services to customers and create motivated and supportive environment for the staff across different sections and departments.

General Department of Dubai Civil Defense and General Department of Residency and Foreigners Affairs have signed , on the sideline of GITEX Exhibition in its 39 edition, a Memorandum of Understanding to connect “ Government services delivered to customers” , based on the both parties keenness to achieve Dubai Government vision to turn Dubai into the Smartest city worldwide, most efficient and integrated, and to implement its paperless strategy 2021, and in abide to enhance their existing strategic partnership.
Pact was signed by Excellency Maj. Gen. Expert Rashid Thani Almatrooshi, Director General of Dubai Civil Defense and Excellency Maj. Gen. Mohammed Ahmed Almarri, Director General of General Department of Residency and Foreigners Affairs, which aims to boost the role each department assigned to tackle and to develop and improve their services delivered to the best possible level , exchange experiences, expertize, studies and innovative ideas, exchange field visits in order to push progress cycle forward.
MOU focused also on cooperation, coordination and communication between the two entities to serve the public interest. Priority was given to cooperation in the field of technology and electronic connection, which promote applied systems. Joint community initiatives, exchange of technical and technology support in the line of electronic connection, coordination to measure readiness at times of emergencies and conducting organized evacuation drills were among issues included.
Almatrooshi stressed that MOU represents a substantial step towards achieving Dubai Government vision to make Dubai the most smartest city worldwide, complete reconnection of Government services delivered to customers by different government entities, achieving the digital conversion and instilling Dubai efforts in smart Government services. It also respond to our wise leadership futuristic vision aiming at improving quality of life of the society and ensure happiness of its members, by facilitating the procedures, implementing best practices that assure safety of lives and properties, and ultimately enhance the reputation of the two entities as developmental leading authorities in achieving UAE vision 2021.
