In line with the intentions of Dubai Civil Defence and The Chief Fire Officer’s Association to promote and support the development of the professional relationship between them, and to enhance fire safety services particularly in Dubai, and UAE in General, aiming at protecting lives, properties and environment. MOU has been signed today morning on the sideline of INTERSEC 2016, by Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence, and HE David Etheridge CFOA Vice President. According to this MOU, the two parties will cooperate in risks management caused by fire accidents, as per applied rules and regulations in both countries. Both parties expressed their keenness – in the signed MOU- to invest in in human and material sources to achieve the purpose, by exchanging visits and information, enhancing community awareness programs, conducting joint professional workshops, specialized conferences and symposiums in the field of risks management. Signed MOU includes also training chances for trainees, instructors, technicians and experts and sharing training and awareness programs. Signing ceremony was attended by Col. Rashid ALBuflasa, Director of Director’s office, Lt.Col.Expert Ali Hassan, Director of Operations department and Mrs. Amina Yauqoub,Director of Civil Protection Department.

Department of Dubai Civil Defence asserted that this absolutely wrong and reassured all buildings in Dubai are totally in compliance with Emirates Fire and Life Safety Code safety and international safety standards, and is approved by Dubai Civil Defence as well. Despite this incident all media has showed full responsibility and commitment while dealing with Address Hotel massive fire in occurred in New Year eve. Therefore, all audiovisual media are urged to verify news before they are published.

Director General of Dubai Civil Defence, Maj.Gen.Expert, Rashid Thani ALMatrooshi, confirmed in an statement that fire teams managed to finished cooling operations of Address Hotel fire. He indicated also, upon receiving fire report,various teams were formed to contain and control the fire as well as evacuating residents to ensure their safety.

Department of Dubai Civil Defence and Emirates National Oil Company (ENOC) have jointly conducted fire exercise drill on how to fight petroleum tanks fires, at Jebel Ali Free Zone. The purpose of the Shared drill was to assess the effectiveness of communication process between ENOC’s Disaster Management, as per segment crisis management plan and to evaluate the level of preparedness for handling emergencies situations, including major fires, and Civil Defence coordination mechanisms, plus identifying the need for further requirement for firefighting equipments and capabilities.
Lt.Co.Expert AbdulRahman Balshalat, Director of Jabel Ali fire station, emphasized during his assessment of the joint drill, on the importance of evacuation drills which are carried out in association with other concerned entities, in raising efficiency and readiness to respond to crisis and disasters, by setting plans necessary to manage potential emergency situations, and how to be handled as quick as possible, and work to save lives and protect properties within risk circle. Drills help to raise fire stations’ readiness and minimize response’s time as well as enhance cooperation between support agencies. Petroleum fires constitute a true challenge that requires permanent and high level of preparedness and readiness, prompt response and ability of setting flexible plans as per accident developments and its risk degree, therefore joint drills of different scenarios established with safety departments at petroleum companies is fundamental element to empower leaderships and individuals to handle the different possibilities or surprises arising at fire and lives and properties protection area. DCD and ENOC joint drill comes as a part of continued and fruitful cooperation between them for many years.
According to proposed Scenario:
Tank overflow occurred during the inter-tank transfer of gasoline from tank to another, as a result flammable vapor cloud began to develop at the gasoline leakage scene into a fire, operator who was nearby the tank suffered a serious burn as a result, altered control room immediately ordered to stop the transfer pump, then Site Emergency Response Team started to douse the fire with foam from foam trailers..
but fire did not stop, Civil Defence team from Jebal Ali fire station arrived to the scene and immediately started the firefighting operations using their fire trucks. Due to the extreme heat, pipe line flanges leak product into the fire, fire grew even bigger and further heat up the tank, so Site Emergency Response Team could not reach fix valves to operate them.
30 minutes after the fire occurred, the tank exploded causing the steel cone roof to open on one side leading to full surface fire. Due to the radiation heat, the nearby tank developed into full surface fire, whilst Civil Defence teams and SERT continue their firefighting operations to prevent it from spreading to adjacent tanks.
As a part of its ongoing efforts to spread awareness culture, Department of Dubai Civil Defence launched in association with Dubai Center for Special needs a joint awareness initiative named “Labih” at Dubai Disable ‘s Center. “At your Service initiative” which known also as “Labih’s initiative” was launched in the presence of Mr. Naji ALHai, Undersecretary of Ministry of Social Affairs, the assistants of Director General of Dubai Civil Defence Brig. Ahmed Obaid ALsayegh and Brig. Salem Khalifa ALMugrab, Mrs. Amina Yaquab, Director of Civil Protection Department and Mrs. Ayesha Abdullah ALDurbi, Director of Dubai Center for Special needs. The ceremony began with recitation of some verses from Holy Quran presented by a child from Dubai Center for Special needs, followed by Mr. ALHai’s key speech in which he said:
“Providing safety and security is a huge responsibility that needs all to share, therefore we should strive to spread the safety culture and its relevant applications, to ensure safe and risks free environment is provided. Therefore, achieving highest safety and security standards, by providing and supporting training and awareness initiatives in this field comes within the top priorities of Dubai center for special needs. Based on the above, Labiah initiative was launch and carried out in cooperation with Dubai Civil Defence. Unleashed initiative aims at providing the required safety and protection against the risks that special needy people might face. Special needy persons should be trained well and educated on safety awareness in the center to acquire the necessary skills to correctly handle emergency situations. Parents of these special needy persons should be educated as well on the concept of safety and train them on how to use home fire safety equipments provided”.
Then Brig. Salem ALMugrab,Assist. Director General for Prevention & Protection Affairs, delivered a keynote speech on behalf of Maj.Gen. Expert Rashid ALMatrooshi in which he said:

And also H.H. Sheikh Mohammed Bin Rashid ALMaktoum,Vice- President,Prime Minister and Ruler of Dubai, says:

He added:
Almighty Allah selects some of his subordinates to be dedicated for goodness, fill their hearts with mercifulness and kindness to act as his caring hand to help others, especially disables, irrespective of religion, sex, color or age.
The latest initiative launched by H.H. Sheikh Hamdan Bin Mohammed Bin Rashid ALMaktoum,Dubai Crown Prince and President of Executive Council,( My Community is a Place for All), aiming at making Dubai Disable friendly City by 2020 comes as a part of the kind care of our prudent leadership and its continued concern given to Those sweethearts.
He Further Confirmed:
The fundamental step to be taken in order to ensure disable happiness is to raise their awareness level of their incapacity, and provide appropriate ways they have to adopt to live with it, as this is the only way that disables can be merged in the community, and be able to lead independent and stable life, and to contribute like others in community development process. Department of Civil Defence is seriously keen to set up and develop community awareness programs, preventive systems and onsite measures to ensure the safety of special needs people is maintained under all circumstances and in all sites, in coordination with others concerned entity such as Ministry of Social Affairs and various Disable Rehabilitation centers, without neglecting the essential disable’s families roles to play being the first responders during emergencies.
Hence, Dubai Civil Defence and Dubai Center for Special needs joint ” Labiah” initiative is considered a true implementation of the MOU inked between DCD and Ministry of Social Affairs, and a further step in the joint work between DCD”s Civil Protection teams and Dubai Center for special needs’ teams to enable disables persons fit well in the community in totally safe environment.

Under the patronage and presence of Maj.Gen. Expert Rashid Thani Rashid ALMatrooshi, Director General of Dubai Civil Defecne, Dubai Civil Defence Personnel celebrated the 44th anniversary of UAE’s National Day at H.Q. building. In his keynote speech delivered on this occasion said:
“We in UAE , achieve success after another, under the wise leadership of His Highness Sheikh Khalifa Bin Zayed ALNahyan, UAE’s President, his brother His Highness Sheikh Mohammed Bin Rashid ALMaktoum, Vice – President , Prime Minister and Ruler of Dubai, and their brothers members of Supreme Council and Rulers of Emirates, which make us more proud of these achievements, more optimistic to realize the goals of Emirates vision 2021, to be placed among other advanced countries and happy nations.

All maintenance companies operating in Dubai are urged by the Department of Dubai Civil Defence to observe preventive safety measures while doing hot works, cuttings and other operations involving open flame or produces smoke, as per Emirates Fire & Life safety Code of Practice stipulations. This statement comes as a comment to the report issued by Dubai Police on Nov. 8 2015,regarding fire accident took place in under construction building located near to ALFanar restaurant & Café in Festival city center. According to the report, fire was caused due to exposure of roof’s decoration materials to metal hot works.
“Contractors must conduct inspection for the buildings to undergo maintenance before starting the work, to ensure such sites have no inflammable materials stored, and if available, is protected. Vents are anti heat and flame leakage. Suitable fire extinguishers, safety warden and staff who are well trained to use them must be available.” Lt.Col Gamal Ahmed Ibrahim, Director of Preventive safety department has asserted.

As a part of His tour at Dubai Air Show 2015,Lt.Gen.H.H. Sheikh Saif Bin Zayed ALNahyan ,Deputy Prime Minister and Interior Minister, has visited Dubai Civil Defence stand at Dubai Air Show Exhibition 2015. H.H. Sheikh Saif was received by Brig. Ahmed Obaid ALSayegh, Assist Director of Dubai Civil Defence for Fire & Rescue Affairs, and DCD’s officers and officials at the exhibition. Brig.
ALSayegh briefed H.H. Sheikh Saif, about the JetPack device demonstrated by Dubai Civil Defence, explaining the services which the new device is anticipated to deliver to support firefighting & rescue teams at accident scenes. At the end of his visit Lt.Gen.H.H. Sheikh Saif praised Dubai Civil Defence’s initiative in pursue and demonstrate latest international technologies seen in Civil Defence industry and its efforts to make use out of them in supporting Civil Defence’s main operations.
Dubai Civil Defence stand was visited also by Maj.Gen. (Staff) Saeed ALamiri, Inspector General of UAE Armed Forces and Maj.Gen.(Staff) Pilot Ahmed AL Maliki , deputy commander in Chief of Qatar Air Forces. The visitors reviewed the work nature and tasks of JetPack, its scientific and practical properties and supporting systems to be mounted on the same to achieve the goals for which it was designed. The new device “Jetpack” demonstrated by Dubai Civil Defence at its own stand at Dubai Air Show exhibition 2015 has attracted the attention of the exhibition’s visitors from different countries.
Speaking on the Importance of this device Lt.Col. Ali Hassan, Director of Operations says:
“n order to keep abreast with the rapid constructional and architectural developments which Dubai experiences every day, variation in buildings sizes,shapes,services and occupancies and as a part of Dubai Civil Defence strategy that aims at improving the services to international competitive stages, Dubai Civil Defence is committed under the directives of his excellency Maj.Gen. Expert Rashid Thani, Director General, to implement the latest technologies to achieve highest safety standards for all UAE’s residents in general, and Dubai residents in particular being the area of jurisdiction”.
He added:
“ Appropriate accident assessment is deemed a crucial factor in selecting suitable tactics to face rapid accident surprises, hence “Jetpack device” would help accident commander to set priorities and requirements needed to restrain and douse the fire. Thermal Camera mounted on Jetpack will help as well to identify the base of fire, so firefighting and rescue teams can easily reach out people trapped in upper stories and rescue them instantly with minimum possible losses.”
He concluded saying:
In the coming stage, we will work on developing communication systems through “Jetpack” device in different emergency situations.
Speaking on Legatum institute prosperity index published results which placed UAE on top of all countries in the region, Maj.Gen. Expert Rashid Thani quoted as saying:
“ Since the early days of our federal state announcement, our prudent leadership showed strong keenness to provide the community and its members with the required safety and security conditions, cities with the necessary infrastructure, developing legislations and backing plans and development programs as per most sophisticated international standards of safety in different economic sectors and community walks of life, as well as implementing cutting edge technologies to meet the needs of various community’s age groups irrespective of their nationalities, cultural backgrounds and preventive awareness levels. Hence, safety has become the pattern and goal of all public and private organization’s plans and applications, and since Civil Defence Department is not exception , it has made comparison with other advanced countries in safety field as kick off start and not an ultimate goal. Civil Defence was pioneer to design and implement first of its kind (Life and safety Code of practice) book in the region, prepare first electronic program to support rapid & sustainable development in construction sector, and in order to enhance firefighting teams efficiency it has also prepare Standard Operating Procedures (SOPs), which sets out accident management standards in accordance to best practices that ensure cost and lost limitation, perform also a number of awareness campaigns include homes, industrial areas, educational institutions and services and entertainment organizations.
He added:
“Such remarkable accomplishments would have not been achieved without being working with other safety concerned private and public departments in one working team spirit. These safety stakeholders managed, with the help of adopted method of team spirit and the support gained from the community, to achieved safe environments in work place, home and public life. UAE was ranked by the Legatum prosperity index, a British institute, on top of Arab countries list for the eight year in row. According the results showed, UAE was ranked the first ,in the region, in the factors of (safety & Security), and ( personal freedom index), and the second in the factor ( Business Opportunities). Achieved result expresses the extend of development that our country is witnessing under the international competitive standards it widely applies and further to confirm the sustainability of development indicators and its progressive results in different sectors of development.
During his tour at Dubai Air Show, H.H.Sheikh Mohammed Bin Rashid, Vice president, prime minister and ruler of Dubai, accompanied by H.H. Sheikh Hamdan Bin Mohammed Bin Rashid ,Dubai crown prince, and other Air Show visitors inspect Dubai Civil Defence’s initiative “Jetpack” demonstrated within DAS’s 2015 events.
Maj.Gen.Expert Rashid Thani ALMatrooshi, Director General of Dubai Civil Defence, demonstrated the properties of Jetpack and services it delivers to Defence teams and the public. He also explained its design aspects and how it was manufactured by Civil Defence workshop technicians as per approved scientific standards that ensure quality,safety and efficiency.
